Synopsis (short abstract) Agriculture is a pillar of the Republic of Moldova’s RoM economy and serves as the primary source of income in rural areas Approximately 1 9 million people, or 58 percent of the country’s population, live in rural areas, while one quarter of the employed population works in the agriculture sector Generally, however, the sector has low productivity and a high level of informal employment Additionally, over 94 percent of private households in the RoM possess less than 3 hectares of land, which is reflective of the land reforms that occurred during the 1990 s Notwithstanding, agriculture, together with the food processing industry, accounted for USD 1 billion, equivalent to 15 percent of the national GDP, and 30 percent of total exports in 2015 Unemployment affects two thirds of the rural population, while relatively low wages exist in the agriculture sector These factors have both contributed to the pockets of poverty that persist in the country Moreover, wages for rural women are only 76 percent of those of men (on average), further complicating this matter Farmers continue to face several challenges in the advancement of agriculture, including underdeveloped rural infrastructure, poor access to markets and susceptibility to extreme weather events (especially droughts.

    The agricultural sector of Albania is marked by a very high employment level, unmatched by its contribution to gross domestic product, which will require higher investments in coming years. Increased demand in the domestic market and exports for various agrifood sectors towards neighbouring non-European Union countries are driving growth in agrifood production, yet economic performance is still insufficient due to small-scale and fragmented farming, poor technology and low productivity and competitiveness. Furthermore, Albania’s European Union pre-accession and accession process is expected to accelerate the restructuring of the agricultural and rural economy, to gradually align it with European agriculturalstandards. Lessons learned at the European Union level show that success depends also on building national and local institutions capable of fulfilling the technical requirements of agricultural and rural development policy preparation and implementation. For a successful approximation process, it is essential for MARD and the institutions involved to possess the necessary capacities. Based on an official request from MARD to continue this highly appreciated work, the current project was formulated to establish a coherent internal policy function, strengthening capacities in policy preparation and implementation, and in policy and economic monitoring and evaluation. To this end, support was provided to the sector for statistics responsible for collecting and analysing agricultural data, also contributing to the improvement of the administrative, institutional and technical capacities required for European Union negotiations.

    In recognition of the importance of multidimensional food and nutrition security and poverty reduction, the Government of Viet Nam has approved two National Target Programmes ( focusing on New Rural Development ( and Sustainable Poverty Reduction ( with a total budget of around USD 11 billion The ultimate goal of these programmes is to improve the living standards of poor and rural communities The NTP NRD focuses on rural development in almost 9 000 communes throughout the country, in line with the Agriculture Restructuring Plan at all levels, while SPR targets areas in which to reduce poverty One of the most important tasks faced by the Government of Viet Nam is to produce a harmonized policy system among the two NTPs, with a view to mass and market oriented agricultural production The present Technical Cooperation Programme ( project was implemented with the aim of facilitating this process Its expected outcomes were as follows i increase the income of the rural poor through a harmonized policy design in support of the two NTPs in line with the Agriculture Restructuring Plan at all levels and ( stronger linkages among farmers and between farmers and enterprises in a consistent production system with recognized standards.

    In rural areas of Georgia, there are disparities in living conditions and access to essential services in comparison to urban areas. The growth of cities and the trend of out migration of rural populations, particularly youth, exacerbate these problems. There are also discrepancies between the labourconditions of men and women in rural areas of the country, because women tend to have limited access to opportunities, equipment, technology and land. This project was designed to enhance agricultural productivity, address gender disparities and improve access to services in rural areas by supporting the Ministry of Environmental Protection and Agriculture (MEPA) to implement the Strategy for Agricultural Development 2015-2020 and the Rural Development Strategy 2017-2020, both of which employ integrated approaches to rural development.
