While Bhutan has seen a substantial reduction in poverty from 23 2 percent in 2007 to 8 21 percent in 2017 and increased public investment in agriculture in recent years, it remains a largely agriculture dependent society that continues to face poverty, food insecurity and malnutrition challenges This is particularly pronounced in rural areas where prevalence of poverty stood at 11 94 percent as of 2017 The government has therefore taken action to develop its agriculture sector, while ensuring a longer term Renewable Natural Resources ( Strategy In 2020 the agriculture sector continued to be the main driver of growth in the country and increased by 5 07 percent, while all other sectors experienced a decline, mainly due to the impact of the COVID 19 pandemic In 2019 the Ministry of Agriculture and Forests ( requested the support of FAO for the development of a robust food security and nutrition dashboard to inform policy and strategy development in the country The enhancement of food and nutrition policies has been constrained by a lack of baseline data on the food consumption and nutrition practices of the population, which have not been reviewed since 2014.

Despite rapid economic growth in the country during the past ten years, the prevalence of malnutrition among young Filipino children remains high As an indicator of chronic hunger, undernourishment in Southeast Asia has generally declined over the past decade, but the rate of improvement in the Philippines has been lower than that attained by other countries in the region Poverty in the Philippines is predominantly a rural phenomenon and the sectors that are most affected are smallholder farmers, fisher folk, newly settled families with young children and landless people In order to address the basic factors underlying malnutrition, the capacity of local governments in the delivery of social and economic services, especially for disadvantaged, marginalized and vulnerable groups, needs to be supported and strengthened In response to this challenge, the Government, through the National Nutrition Council, the Department of Health (NNC DOH) launched the Philippine Plan of Action for Nutrition ( for 2017 2022 to serve as a blueprint in addressing all forms of malnutrition in the country Of the 12 programmes outlined in the PPAN, eight were nutrition specific, one was nutrition sensitive and three were designed to enable support programmes Local government mobilization was one of the three prioritized programmes underscoring the crucial role of LGUs in delivering nutritional outcomes However, to ensure that nutrition programmes were implemented, it was essential that Municipal Nutrition Committees ( be revitalized in order to strengthen the monitoring of PPAN implementation, especially at local level.

Zambia’s Information and Communication Technology (ICT) infrastructure suffers from inadequacies and fragmentation. In recognition of these challenges, the country’s Seventh National Development Plan (7NDP) emphasized the need to improve electronic service delivery for better connectivity and communication. Within this context, the Ministry of Community Development and Social Services (MCDSS) sought to automate its Food Security Pack (FSP) Programme, which relied on inefficient and error-prone manual processes. These issues often led to high operational costs, inefficiencies in beneficiary targeting and enrolment, and problems in ensuring transparency and accountability. In 2017, the MCDSS requested assistance from the Food and Agriculture Organization of the United Nations (FAO) to evaluate the impact of the FSP Programme and develop a Management Information System (MIS) for its automation. In order to efficiently implement both the FSP and the Social Cash Transfer (SCT), the Government initiated the development of the Zambia Integrated Social Protection Information System (ZISPIS) with technical support from FAO and the Smart Zambia Institute (SZI). While the SCT module within the ZISPIS was complete, the FSP module needed improvement.
