Synopsis (short abstract) The limited availability of fisheries socio-economic data often reflects insufficient technical capacity for planning and implementing data collection programs, including survey design, data processing, and analysis. To address this, a handbook was developed to provide a practical kit of tested and standardized tools for conducting sample surveys for collection of the most pertinent data for a socio-economic assessment of fisheries and harmonizing data collection. Conceptually, the sampling sche me proposed was straightforward and, if correctly applied, it guarantees sound and robust statistical fisheries data. The main focus of this handbook was placed on livelihoods; employment; general profitability of the activity and demographic patterns. In the socio-economic assessment of fisheries remuneration is one of the key indicators and is also the most challenging to estimate: a socio-economic survey that provides estimates of remuneration that are close to the reality is a successful sur vey.

    This manual on the sampling methodology for use in the construction of socio-economic indicators was initiated by the Sub-Committee on Economic and Social Sciences (SCESS) of the General Fisheries Commission for the Mediterranean (GFCM) Scientific Advisory Committee (SAC). It was carried out jointly by Istituto Ricerche Economiche per la Pesca e l’Acquacoltura (IREPA), Salerno, Italy, and Gabinete de Economía del Mar (GEM), Universidad de Barcelona, Spain, within the framework of the ad hoc Work ing Group on Socio-Economic Indicators of SCESS. This manual is aimed at all decision-makers who may need correct data to build socio-economic indicators. At an international level, the manual can be used to facilitate and simplify reporting under international conventions and agreements on matters relating to the sustainable development of the world’s fisheries. Regional fisheries bodies and stakeholders involved in fisheries decision-making, such as the fishing industry, other user groups, c ertification bodies, local communities and non-governmental organizations (NGOs) may also draw upon this manual to assist in meeting societal goals for fisheries. This manual can be applied to fisheries at many different levels, from individual fisheries and coastal management units to a global level. It aims to encourage consistent usage of statistical methods in data collection. Governments may also wish to adapt the manual to the specific requirements of their national fisheries.

    According to the project document, the immediate objective are to aim at improving fishery production in the participating countries to benefit small scale fisheries and at developing the industrial potential; to prepare the ground, identify the means and initiate the reactivation and expansion of the existing marine fisheries and thereby to preserve the fishing communities; and to plan and, where appropriate, design and initiate investment-oriented development schemes. To survey the socio-econo mic aspects of the Red Sea fishing communities in Sudan, a visit was arranged to these groups along the coast.
