Synopsis (short abstract) This two phase Technical Cooperation Programme (TCP) project was formulated to enhance the CBFMP of Samoa, which was established in 1995 and reviewed twenty years later. The purpose of the CBFMP is to engage coastal communities in the sustainable management of fisheries through the implementation of traditional practices and the incorporation of community roles, rules and village by laws, which are recognized by national law. The 2015 review of the Programme revealed specific gaps and led to the formulation of recommendations. This project was designed to address both the gaps and recommended actions by enhancing the development of the CBFMP and its monitoring and awareness-raising programmes, as well as by supporting livelihood and ecotourism activities. The project was closely aligned with the priorities of its implementing partner, the Fisheries Division of the Ministry of Agriculture and Fisheries (MAF).

    Coastal fisheries are vital to the livelihoods and economy of Tonga. However, dwindling coastal fisheries resources have raised concerns among coastal communities highlighting the need to better manage these resources. In 2006, Tonga introduced the community-based Special Management Area (SMA) programme, which aimed to strengthen the management of these resources. A decade later, the Tonga Government requested FAO to review the SMA's effectiveness, which led to the identification of priority issues and recommendations for improvement. In collaboration with the Ministry of Fisheries (MoF), Phase I of this project was designed to address technical gaps identified during the review, streamline the SMA programme and empower food-secure communities with the goal of achieving a more cost-effective and efficient SMA programme. However, the project’s implementation encountered challenges, which halted the original plans. In response, Phase II was established to continue the implementation of the project activities, including completing the SMA manual and training MoF staff and local communities.

    Strengthening Fisheries Management Regional Processes in the Fishery Committee for the Eastern Central Atlantic Region - GCP/RAF/522/EC 2024

    FAO established the Fishery Committee for the Eastern Central Atlantic (CECAF) to promote the sustainable use of living marine resources within its area of jurisdiction, through the proper management and development of fisheries and fishing operations. The Scientific Sub-Committee (SSC) supports the CECAF in reviewing the outcomes and recommendations of the fisheries working groups, to formulate scientific advice for improved management and recommendations for future actions. From previous SSC sessions it emerged that CECAF’s performance was not meeting the expectations of its member nations. In view of this, an independent cost-benefit analysis (CBA) study was conducted, aimed at restructuring the CECAF to improve its delivery to members. The general objective of this European Union-funded project was to contribute to strengthening fisheries management regional processes in the CECAF region, by supporting the organization of the CECAF intersessional follow-up meeting on the outcomes of the independent CBA study, as well as the implementation of the Ninth Session of the SSC.
