Synopsis (short abstract) The Global Conference on Agricultural Research for Development (GCARD) is organized by the Global Forum on Agricultural Research (GFAR), in association with the reform process of the Consultative Group on International AgriculturalResearch (CGIAR). The GCARD process is radically reshaping agricultural innovation and its signifi cance in meeting key Millennium Development Goals. The global fragmentation and under-resourcing of public innovation, education and advisory processes and weak linkage s with wider development processes and with farmers, NGOs and the private sector, are major bottlenecks constraining the value and impact of agriculturalinnovation on the lives and livelihoods of the poor.

    FAO Aquaculture Newsletter (FAN) is issued three times a year in the form of printed newsletter by the FAO Fisheries and Aquaculture Department. It presents articles and views from the FAO aquaculture programme and highlights various aspects of aquaculture as seen from the perspective of both headquarters and the field programme. Articles are contributed by FAO staff from within and outside the Department, from FAO regional offices and field projects, by FAO consultants and, occasionally, by inv itation from other sources.     The Status of Agricultural Biotechnology and Biosafety in Belarus 2008

    As part of the former Soviet Union, Belarus was a major food producer, particularly of meat and dairy products. However, since gaining independence in 1991, it hardly instituted any structural reforms in the agricultural sector, largely retaining the former system of subsidised collective and state farms. Agricultural production generally declined following independence, but over the last six years, yields have stabilised and even increased in some instances. Private smallholdings contribute sig nificantly to agricultural production. Following the nuclear accident at Chernobyl in 1986, a sizeable area of the productive agricultural land and forest remains contaminated with radioactive fallout. Belarus is a signatory to several international agreements on issues of biosafety and while it has introduced substantial national legislation in this regard, there are, as yet, no transgenic crop varieties grown in the country. Research on genetic engineering of plants, animals and microorganisms is relatively undeveloped and there is room for considerable capacity building. Facilities for field testing and monitoring release of GMOs in the environment are in need of upgrading.
