    Following the endorsement of the Voluntary Guidelines for Securing Sustainable Small-Scale Fisheries in the Context of Food Security and Poverty Eradication (SSF Guidelines) by the FAO Committee on Fisheries (COFI) in June 2014 and in line with paragraph 13.6 of the document itself, promoting the development regional plans of action for their implementation, a regional workshop was held in Eastern Africa to discuss implementation of the SSF Guidelines. The East Africa Consultation Workshop on im proving small-scale fisheries in the context of food security and poverty eradication was held in Addis Ababa, Ethiopia, on 15-18 September 2015. It was hosted by the FAO Sub-Regional Office for Eastern Africa. The workshop was attended by a total of 38 participants from Burundi, Djibouti, Ethiopia Kenya, Rwanda, Somalia, South Sudan, Tanzania and Uganda, including representatives of governments, regional organisations, Regional Fishery Bodies (RFBs), Civil Society Organization (CSOs), NGOs, res earch institutions, academia, other relevant other non-state actors as well as FAO staff and resource persons. The workshop noted that small-scale fisheries employ the bulk of fishers and fish workers in the region and contribute substantially to food security and livelihoods through their role in providing nutritious food and generating local and national incomes. Inland fisheries are particularly important in many countries of the region. There are many aquatic resources, including freshwater and marine resources, that are shared by two or several countries and the regional aspects of small-scale fisheries are hence important. The overall objective of the workshop was to facilitate the understanding of the principles of the SSF Guidelines and their application in order to support sustainable small-scale fisheries and Blue Growth. During the three and a half days, participants examined the current status of small-scale fisheries in the region and shared experiences through country and topical presentations, and discussed priorities and actions for implementing the SSF Guidelines at regional and national levels.

    Emergency Support to Fisher Folks to Resume Sustainable Marine Fishing affected by Cyclone Idai - TCP/MOZ/3702 2022

    On the night of 14 March 2019 tropical Cyclone Idai made landfall roughly 50 km north of the city of Beira in the Sofala province of central Mozambique Torrential rains and strong winds battered Sofala as well as the provinces of Zambezia Manica and Inhambane Heavy inland rainfall prior to the cyclone had caused flooding in downstream lowlands and deltas, and in particular in coastal and estuarine regions of the country, resulting in a significant rise in the water table even before Idai made landfall The severe flooding brought about by these extreme weather events devastated fishing communities in remote areas of these provinces, endangering their livelihoods and negatively impacting food security and nutrition A rapid assessment carried out by FAO and the Regional Government Fisheries Enforcement Office of Mozambique determined that the relief efforts after Idai had been primarily concentrated in high density population areas around Beira and further inland, whereas the remote communities who needed assistance the most had received little to none This project was designed to bring immediate relief to these communities through the provision of the equipment and materials required to allow them to resume their fishing activities as quickly as possible Special care was taken to support the retention of community structure, culture and dignity, as micro economic networks between fishers and livestock and agriculture producers exist in these areas, empowering local actors to contribute towards the food and nutrition security of their communities.

    Voluntary Guidelines for Securing Sustainable Small-Scale Fisheries in the Context of Food Security and Poverty Eradication. At a Glance 2015
    Small-scale fisheries play a key role in ensuring food security and eradicating poverty. However, the overall development of the fisheries sector, as well as increased pressure from other sectors (e.g. tourism, aquaculture, agriculture, energy, mining, industry, infrastructure developments) with often stronger political or economic influence, has contributed to a decline in aquatic resources and threats to aquatic habitats, ecosystems and small-scale fisheries community livelihoods. Small-scale fishers, fish workers and their communities also face a myriad of other challenges and constraints, including unequal power relations, lack of access to services and limited participation in decision-making processes, which may lead to unfavourable policies and practices within the fisheries sector and beyond. The SSF Guidelines provide an important guidance tool to address the needs of the sector and empower stakeholders to secure sustainable small-scale fisheries.
