    In this issue of the NR Newsletter, we welcome 2012 as the UN-declared International Year of Energy for All, an opportunity to concentrate global attention on the challenges facing both developed and developing countries when addressing access to and efficient use of sustainable energy sources. We also take a look at an interesting land tenure project that aims to bring advanced technology land registration systems to developing countries, through low-cost open-source software. And finally, we r eview lessons learned and major achievements of a successful transboundary water management project in the Nile Basin.

    In this last issue of the newsletter for 2011, we introduce a new study on corruption in the land sector. The study was carried out by FAO and the Berlinbased Transparency International and it illustrates that the land sector is one of the main public sector areas where corruption exists. In climate change news, the world’s attention is focused on Durban, South Africa where the parties to the United Nations Framework Convention on Climate Change – including FAO - are meeting this month. And finally, we take a look at a new publication that examines the need to better link climate change adaptation and mitigation policies and programmes to genetic resources objectives.

    In this issue, we will be introducing the new Land tenure e-journal, which has just launched its first issue. This e-journal is dedicated to land-related issues, including land tenure. We will also learn about the recently issued report, the State of the World’s plant genetic resources for food and agriculture and we will introduce you to the new web site gearing up for the 2012 event marking the twentieth anniversary of the Earth Summit - FAO@Rio+20.

    Manual de inspección de los alimentos basada en el riesgo 2008
    Este manual introduce los conceptos y procedimientos de la inspección basada en el riesgo de establecimientos de producción primaria y de aquellos que elaboran alimentos. El manual consta de seis partes. La primera parte, La inspección de alimentos: conceptos y enfoques modernos, describe los conceptos, enfoques y el marco en el cual se efectúa la inspección de alimentos moderna. En la segunda parte, Procedimientos generales, se describe el concepto de inspección basada en el riesgo y los elemen tos y principios básicos de la inspección de alimentos. Se incluye la organización de una inspección, autorizaciones, derechos y responsabilidades del inspector, los requisitos previos, la lista de reglamentaciones, plan de rastreo y retiro de productos, la finalización, elaboración del informe y documentación de la inspección. En la tercera parte, Inspección de establecimientos de producción primaria, se explican los procedimientos generales de inspección de establecimientos de producción prima ria; y en la cuarta, Inspección de establecimientos que elaboran alimentos, los relativos a la inspección de establecimientos que elaboran alimentos. En la quinta parte, Observancia y cumplimiento, se tratan diversos aspectos generales de la inspección de alimentos, por ejemplo, el marco reglamentario de la calidad e inocuidad de los alimentos, los conocimientos con los que el inspector debe contar, y los mecanismos de cumplimiento, observancia, de reclamo y retiro de productos. Por último los A nexos, la sexta parte, incluyen a modo de ejemplo una lista para inspecciones de establecimientos de producción primaria y otra para los que elaboran alimentos; y las referencias y lecturas recomendadas.

    The right to food is centered on the individual. It leads to a reconsideration of the root causes of hunger and malnutrition. As such, it goes further than considering WHAT the problem is by analyzing WHY it is happening. Hence, it raises questions such as what are the underlying reasons that people still suffer from poverty and hunger in a world of plenty? Or, why do public policies fail to reach and be beneficial to the poorest and most vulnerable in society? And, why do discrimination and the lack of legal protection still persist?
