Synopsis (short abstract) The IPPC Implementation and Capacity Development Committee (IC) is a new subsidiary body of the International Plant Protection Convention (IPPC) created by the Commission on Phytosanitary Measures (CPM), the governing body of the IPPC, at its twelfth session in 2017. The establishment of the IC is a milestone in the history of the IPPC. It reflects the shifting emphasis from developing and adopting International Standards for Phytosanitary Measures (ISPMs) toward implementation of the IPPC and ISPMs and capacity development of contracting parties. This publication is meant to be a reference to introduce contracting parties, IPPC partners and donors to the IC members and experts in each region of the world, raise awareness of the goal and objectives of the IC and encourage liaison with them in order to contribute to or enhance the aims of the IC and the IPPC.

    The Procedure manual for implementation and capacity development is composed of six sections; 1. Implementation and Facilitation Unit of the IPPC Secretariat, 2. Implementation and Capacity Development Committee (IC), 3. IC Sub-groups, IC Teams and Working Group, 4. Specific IC Sub-groups, 5. Specific IC Teams and 6. Additional useful procedures. The purpose of this manual is to provide a convenient consolidation of decisions, procedures, practices and forms used in the implementation and capacity development work in the IPPC community. This manual will be revised annually to include any new decisions and procedures and to amend existing decisions and procedures as necessary.

    The Implementation and Capacity Development Guides and Training materials are tools that guide and assist in the implementation of the IPPC, its international standards for phytosanitary measures (ISPMs) and CPM recommendations through providing: - Accurate and easy to understand technical information - Best practices to facilitate the establishment and operation of national phytosanitary systems - NPPOs with a basis to develop national legislation, policies, guides, SOPs, training materials and courses - Building national phytosanitary capacities. The Implementation and Capacity Development Guides and Training materials are developed under auspices of the IPPC Secretariat with the participation of selected international experts. The list serves as a reference document for contracting parties, national plant protection organizations and relevant stakeholders to be aware of the implmentation and capacity development materials available on the International Phytosanitary Portal (IPP).
