    In this report, we present a review of the oilseed production and processing sector in Ukraine. We begin by analysing oilseed, oil and meal supply and demand, and concentrate more specifically on sunflower seed. We then proceed to discuss the main policy issues that currently have an impact in the crushing sector. Throughout this report, it will become apparent that three key issues affect the crushing sector: a severe lack of credit; the 17% export tax, which reduces the domestic price of s eed; and the failure to reimburse value added tax for oil product exporters, which places a considerable burden on crushers.

    Comprising 30 percent of agricultural output and with an area of 15 million hectares, the grain sector is a pillar of Ukraine’s agriculture. In 2020 Ukraine exported USD 9.4 billion worth of cereals, the second largest exporter after the United States of America, making Ukraine a major contributor to global food security. Using extensive interviews, the report assesses the extent to which Ukrainian farmers have adopted digital technologies, the many barriers to them doing so and the considerable opportunities these technologies present, while offering sharp insights into their potential contribution and how best to sustain them. The report also considers the level of interest larger farmers have in adopting precision agriculture technologies, and their benefits in terms of improved productivity, lower costs and reduced greenhouse gas emissions, despite the relatively high initial investment required. It concludes with a list of recommended actions, calling on four groups to embrace digital technologies and thus develop and transform Ukraine’s grain sector: the private sector, financial institutions, the public sector and international organizations.     The Food and Agriculture Organization of the United Nations (FAO), through its Investment Centre (IC) Division, is assisting the European Bank for Reconstruction and Development (EBRD) in its goal to improve the impact of future EBRD agribusiness investments regarding water efficiency. To this end, in 2013, a joint FAO/EBRD project entitled “Water along the food chain” was initiated in four pilot countries – Ukraine, Turkey, Jordan and Kyrgyz Republic. The specific objectives of this project ar e four-fold: (i) conduct selected analyses of water efficiency along the food chain to inform EBRD’s agribusiness investment decisions; (ii) identify potential agribusiness clients for the bank and areas for further policy dialogue to improve water efficiency; (iii) improve agricultural water-use policy-making processes at the country level in the four abovementioned pilot countries through the involvement of private sector players; and (iv) coordinate the bank’s future interventions regarding w ater efficiency along the food value chain with those of other international financial institutions (IFIs) operating in the transition region. The main objective of this report is to indicate ways for Ukraine to move towards more water efficient and productive solutions.
