Synopsis (short abstract) In this report, we present a review of the oilseed production and processing sector in Ukraine. We begin by analysing oilseed, oil and meal supply and demand, and concentrate more specifically on sunflower seed. We then proceed to discuss the main policy issues that currently have an impact in the crushing sector. Throughout this report, it will become apparent that three key issues affect the crushing sector: a severe lack of credit; the 17% export tax, which reduces the domestic price of s eed; and the failure to reimburse value added tax for oil product exporters, which places a considerable burden on crushers.

This publication is part of report series published under the FAO Investment Centre/European Bank for Reconstruction and Development Cooperation Programme. The series presents sector reviews and studies undertaken in Central and Eastern Europe that cover development issues and innovative areas to increase investment in agriculture in the region. This publication provides an update to the FAO Investment Centre/EBRD Report No. 2: Ukraine: Review of the Sunflower Oil Sector (2002). It also inc ludes a mid-term strategy for the Ukrainian oilseeds sector, prepared in close collaboration with a wide range of public and private stakeholders. Between 2002 and 2005, EBRD continued to invest in the Ukrainian oilseed sector and asked FAO to pursue its efforts to promote a more active and transparent policy dialogue between local private stakeholders and Ukraines policy makers. Based on this report, the Government of Ukraine has started to implement some of the policy recommendations put forwa rd, in particular the progressive reduction of Ukraines export tax of oilseeds. The report provides useful background information for commodity analysts, financial institutions wishing to invest in the oilseed sector and governments of oilseed producing countries.

The Moroccan oilseed sector has experienced a substantial decline since the 1990s. The decline began with the cessation of high guaranteed minimum prices in 1996, and it continued during the government’s internal market reforms and trade liberalization programmes of the 2000s. The most influential factor in the liberalization of the oilseed complex was the bilateral free trade agreement (FTA) with the United States in 2006. Although guaranteed producer prices were re-introduced in 2003, this wer e at a much lower level than those prices of the early 1990s. At the same time as trade protection was lowered for most of the oilseed complex, comprehensive interventions were put in place for the politically sensitive wheat/bread value chain. Meanwhile, the production area of common wheat has more than doubled since the mid-1980s. Even at its late 1980s peak, however, the oilseed area only represented about 4 percent of the total acreage of cereals. Today, oilseed area is only 1 percent of th e total, with the majority of this area dedicated to sunflower seeds as a foodstuff rather than for crushing for oil.

Sunflower oil is by far the major vegetable oil consumed in Kazakhstan. The growing consumer demand has been largely met by imports rather than local production. From 2005 to 2007, the EBRD provided loans totalling USD 26 million to Turkuaz Edible Oil Industries, a subsidiary of Savola Group, to develop its vegetable oils production business in Aktobe. Results illustrated soon that sunflower yields could be increased if farmers used new sunfloweer seed hybrids even under low rainfall conditions. In 2007, FAO and the EBRD, with funding from the Government of Japan, agreed to provide technical assistance to help farmers in the region increase production and processing of sunflower seed using more efficient techniques. To ensure that the best international expertise was provided to local farmers, FAO worked together with Cetiom/Agropol to transfer know-how and provide training. Topics covered included planting, fertilization, weed control and harvesting. Sunflower seed hybrids were provid ed from seed companies in France and Ukraine and partners in Kazakhstan provided locally available and imported hybrids for demonstartion trials. In 2008, demonstration trials were conducted in two locations in the Aktobe region and 30 hybrids from different seeds companies were tested.
