    Les caractéristiques physiques, socio-économiques et sécuritaires et la situation géographique du Burkina Faso le rendent vulnérable aux catastrophes en général et aux changements climatiques en particulier. Selon les projections du pays, les changements climatiques vont entraîner: la baisse de recharge de la nappe phréatique; la disparition de certains cours d’eau de surface et des galeries forestières; des perturbations au niveau du cycle de croissance des plantes et des systèmes de culture. Le projet, mis en œuvre par la FAO de mai 2015 à août 2020, visait à «renforcer la capacité des secteurs agricole et pastoral du Burkina Faso, à faire face aux changements climatiques, en inscrivant les pratiques et les stratégies d’Adaptation aux changements climatiques (ACC) dans les initiatives de développement agricole en cours, les politiques agricoles, la programmation et l’augmentation de l’adoption des pratiques et des technologies ACC par les agriculteurs, à travers un réseau de Champs Ecoles des Producteurs déjà implantés». Le projet a contribué de manière satisfaisante au renforcement des capacités d'adaptation aux changements climatiques des secteurs agricole et pastoral et des populations des zones vulnérables du Burkina Faso. Plus précisément, le projet a contribué de manière remarquable à la gestion durable de 20 432,75 ha de terres, dont 15 632,75 ha de terres cultivées et 4 800 ha de pâturages. Le projet a également renforcé les capacités de 29 201 bénéficiaires finaux dont 10 528 (57 pour cent de femmes) dans les Champs Ecoles des Producteurs /Champ école agropastoral. Ces bons résultats sont toutefois relativisés par le fait que le projet a manqué d’anticipation dans la formalisation de la collaboration avec les partenaires de cofinancement impliqués dans ces activités.

    This is the final evaluation report of a project that aimed to strengthen the agricultural and pastoral sectors’ climate change adaptation (CCA) capacities in the Niger. The project reached 21 142 direct beneficiaries (or 106 percent of the target), including 51 percent women. However, the project experienced shortcomings in terms of its management (from start-up to mid-term), its third expected result (integration of CCA into development policies and plans) and its mobilization/accounting of co-financing partners. The expected third result will be continued under the agro-pastoral field school-community listeners’ clubs (AFPS-CLC) component of the Climate-Smart Agriculture Support Project (PASEC). Despite project achievements, the evaluation concludes FAO must nevertheless improve certain project management and mobilization of co-financing mechanisms, strengthen the capacities of partners based on their needs-analysis, and recommends developing a long-term partnership with farmer organizations to strengthen their extension and advisory support capacities.

    The project’s goal was to support Nepal’s agriculture sector to become climate resilient by promoting urgent and immediate adaptation measures and integration of adaptation priorities outlined in the National Adaptation Programme of Action (NAPA) into agriculture sectorial policies, plans, programmes and local actions. The final evaluation found that the relevant institutional structures in Nepal are now technically capable of incorporating climate change adaptation in agriculture sector decision-making. However, project districts could not benefit from strengthened staff capacity due to scattering of institutional memory caused by staff transfers and relocation in federal, provincial and local governments. Evidence of climate change adaptation related awareness raising and knowledge management activities were apparent in project districts. However, wider dissemination of knowledge and awareness raising products for replication and up-scaling of the project remains yet to be achieved adequately. The project has contributed in economic and social empowerment of most vulnerable Farmer’s Field School group members and specifically the women. However, a robust agriculture sector support mechanism will be required to sustain the impact in future.
