    El presente documento aborda la sistematización de los dos años de existencia de la iniciativa de Formación de Líderes (2009-2010), cuyo objetivo era fortalecer la capacidad de acción social, la elaboración de propuestas propias e influencia de las organizaciones rurales de nivel comunal, provincial, regional y nacional, a través de la formación de líderes, de manera que pudieran ampliar su contribución al desarrollo rural con enfoque territorial. Esta iniciativa es parte del Programa GCP/RLA/16 9/SPA “Programa regional para reforzar los impactos de las políticas públicas en la erradicación del hambre y la desnutrición crónica infantil”, en adelante Proyecto regional GCP/RLA/169/SPA.

    Young people account for a large percentage of the rural population, and are often unemployed or underemployed, despite the need for labour force in agriculture. Rural youth face many hurdles in trying to earn a livelihood. They do not perceive agriculture as a remunerative or prestigious profession, and until they find meaningful economic opportunities and attractive environments in rural areas, they will continue to migrate to cities. This trend not only contributes to the emerging phenomenon of over-urbanization and growing unemployment in urban areas, but is also expected to affect global food production. Investing in young people living in rural areas is therefore key to enhancing agricultural productivity, boosting rural economies and ensuring food security. This publication provides real life examples on how to re-engage youth in agriculture. It shows how tailor-made educational programmes can provide rural youth with the skills and insights needed to engage in farming and adopt environmentally friendly production methods. Many of the initiatives and approaches reported in this study originate from the youth themselves. The following study was a joint undertaking of the Food and Agriculture Organization of the United Nations (FAO), the International Fund for Agricultural Development (IFAD) and the Technical Centre for Agricultural and Rural Cooperation (CTA).

    Scaling up inclusive digitalization in agricultural value chains

    In Asia and the Pacific, digital transformation occurs at all stages of the value chains, from food production to consumption. The ongoing food e-commerce revolution is happening at the same time that mobile-based business models are emerging to provide advisory, marketing and financial services at scale to smallholder farmers. A parallel revolution in Industry 4.0 technologies is taking agro-industries to new levels of efficiency. Digitalization offers great potential for improving the efficiency and sustainability of value chains, and achieving Sustainable Development Goals (SDGs) 1, 2 and 13 (No Poverty, Zero Hunger and Climate Action). There are, however, several risks associated with digitalization, from potential job losses to environmental degradation and data governance concerns. Different value chains, and actors within them, digitalize at varying speeds and would therefore require tailored digitalization strategies to leave no one behind. Policymakers in the region need to facilitate the scaling up of digital innovations along agricultural value chains in an inclusive and sustainable manner, particularly in the wake of the COVID-19 pandemic. Members are invited to provide guidance on how FAO can best support them in fostering the inclusive digitalization of agricultural and food value chains.

    Voluntary Guidelines on the Responsible Governance of Tenure of Land, Fisheries and Forests in the Context of National Food Security 2012
    The guidelines are the first comprehensive, global instrument on tenure and its administration to be prepared through intergovernmental negotiations. The guidelines set out principles and internationally accepted standards of responsible practices for the use and control of land, fisheries and forests. They provide guidance for improving the policy, legal and organizational frameworks that regulate tenure rights; for enhancing the transparency and administration of tenure systems; and for strengthening the capacities and operations of public bodies, private sector enterprises, civil society organizations and people concerned with tenure and its governance. The guidelines place the governance of tenure within the context of national food security, and are intended to contribute to the progressive realization of the right to adequate food, poverty eradication, environmental protection and sustainable social and economic development.
