    Leveraging agricultural automation for transforming agrifood systems

    Automation has been shaping world agriculture since the early twentieth century. Motorized mechanization has brought significant benefits in terms of improved productivity, reduced drudgery and more efficient allocation of labour, but also some negative environmental impacts. More recently, a new generation of digital agricultural automation technologies has appeared, with the potential to further enhance productivity, as well as resilience, while also addressing the environmental sustainability challenges driven by past mechanization.The State of Food and Agriculture 2022 looks into the drivers of agricultural automation, including the more recent digital technologies. Based on 27 case studies, the report analyses the business case for adoption of digital automation technologies in different agricultural production systems across the world. It identifies several barriers preventing inclusive adoption of these technologies, particularly by small-scale producers. Key barriers are low digital literacy and lack of an enabling infrastructure, such as connectivity and access to electricity, in addition to financial constraints. Based on the analysis, the publication suggests policies to ensure that disadvantaged groups in developing regions can benefit from agricultural automation and that automation contributes to sustainable and resilient agrifood systems.

    Food safety regulatory authorities are responsible for safeguarding health and fair trade of food by ensuring that food distributed meets relevant food standards. To achieve this, sound food safety policies and risk management activities are required to ensure that food safety issues of highest importance are identified and appropriate control measures are implemented. The Principles of Risk-Based Meat Inspection and their Application presents key general principles and highlights the minimum requirements for a properly functioning Risk-Based Meat Inspection system. It is primarily designed for senior management, heads of meat inspection services and competent authorities responsible for decision-making on the establishment of policies and standards, the design and management of inspection programmes, and equivalence agreements with trading partners. It also targets private sector operators, such as meat processors and traders, who are ultimately responsible for the production and marketing of safe and suitable food. It is expected that the publication of this guidance document will bring on board all contributors to the meat value chain and advocate for a shift of attitudes towards acceptance of an evidence-based approach to meat inspection.

    The existence of a conducive business climate, or enabling environment, is considered essential to engender economic growth and development. However, what “an enabling environment” should encompass in practical terms remains elusive to many scholars and policy makers, particularly when discussed at the sub-sector level. This publication by FAO’s Rural Infrastructure and Agro-Industries Division (AGS) examines issues associated with enabling environments with a focus on agribusiness and agro -industrial sectors, which have not had their peculiar characteristics sufficiently examined in traditional appraisals of business climates. Based on a series of workshops and consultations organized by AGS in Africa, Asia, Eastern Europe and Latin America, the report reviews existing frameworks for general enabling environment assessments and discusses their relevance to agribusiness and agro-industries. It also discusses the challenges of enabling environment reforms and identifies a numbe r of essential, important and useful enablers that are particularly relevant to agrifood business climate appraisals and upgrading.
