    Agriculture plays a fundamental role in the economic development of the Anhui province of China A strategic agricultural sector for economic growth is e commerce In recent years, China has placed significant emphasis on the development of this area in order to allow for agricultural products to be sold directly online In fact, the Anhui province released the Action Plan on Improving Rural E commerce in 2018 with the aim of encouraging e commerce platforms, cooperatives, production bases, enterprises and farmers to form improved connections with each other, building synergies for value addition and a more inclusive food value chain That said, a few challenges persist, such as linking value chains together in a desirable manner, and building targeted connections between a certain group of small scale farmers and consumers Additionally, poor smallholder farmers on the supply side of the value chain do not have standard production technology to produce agricultural products that can meet commercial demands for quality, and they lack both the knowledge and skills required for accessing e commerce platforms On the demand side, consumers are increasingly concerned with the quality and safety of agricultural produce.

    This policy brief suggests that innovative mutual aid models known as Village Poverty Reduction Funds Cooperatives (VPRC) constitute an effective strategy for reducing persistent rural poverty in China. VPRCs, complemented by public service improvements and integration with other poverty alleviation approaches, create opportunities for improving poor farmers’ livelihoods by facilitating grassroots decision-making regarding the use of government poverty reduction funds.
