    Rice prices have shown an increasing trend during 2011. The high dependence on imports makes local prices very volatile and follow the upward pressures of the international prices. Overall food security situation has improved thanks to satisfactory local rice harvest, however some 131,000 people in southern counties are at risk of food insecurity due to poor production. Although refugees from Ivory Coast are returning home, 69,561 people are estimated to be in the country. The Government suspended import tariffs on rice in an attempt to lower local rice prices.

    Imported rice prices have remained high during the reporting period due to high international food and fuel prices, high transportation costs and increased seasonal demand. Food security conditions were particularly worrisome for poor and vulnerable groups in the northern and southern districts bordering Cote d'Ivoire. Agencies describe the situation of hunger as alarming with widespread lack of access to food. The number of refugees increased in the past few months putting increased strengt h on hosting communities in a time when food availability was low and market access greatly constrained by high food prices. The Government has been supporting food prices through the suspension of import duty on rice, while emergency programs are assisting vulnerable and food insecure groups.
