Synopsis (short abstract) This handbook aims to help Association of Southeast Asian Nations (ASEAN) parliamentarians play their role in operationalising the ASEAN Guidelines for Promoting Responsible Investment in Food, Agriculture and Forestry (ASEAN RAI). It is based on "Responsible investments in agriculture and food systems: A practical handbook for parliamentarians and parliamentary advisors" published by the Food and Agricultural Organization of the United Nations (FAO) and the International Institute for Sustainable Development (IISD) in 2020. It adapts that earlier handbook to the ASEAN context and provides ASEAN parliamentarians with practical guidance on how to contribute to an enabling environment for responsible investment in agriculture and food systems in their countries, based on the ASEAN-RAI Guidelines.

    This handbook highlights the collaborative efforts of the ASEAN Inter-Parliamentary Assembly (AIPA), the Food and Agriculture Organization of the United Nations (FAO), and the International Institute for Sustainable Development (IISD) to strengthen parliamentary action in promoting the ASEAN Guidelines on Responsible Investment in Food, Agriculture, and Forestry (ASEAN RAI). It outlines the development of regional engagement in ASEAN RAI, key achievements such as regional capacity-building workshops, and the adoption of the ASEAN-RAI Parliamentary Implementation Framework 2024-2030 at the 45th AIPA General Assembly. This framework supports AIPA Member Parliaments in enhancing legislative initiatives, policy oversight, and stakeholder cooperation to align national laws with ASEAN RAI Guidelines.

    This document has been created with the aim of highlighting the significant advances by the Association of Southeast Asian Nations (ASEAN) in engagement and support to its ten member countries in implementing their national Codex activities. The authors consolidated inputs provided by the national focal points together with FAO country offices. This report supersedes the previous version entitled “Status of National Codex Activities” published in 2012. It also provides information for food safety competent authorities in the government sector outside of the ASEAN region. In addition, the intention is that the document will help to indirectly strengthen collaboration within the region through the discussion and benchmarking of good practices. This document will also serve as the new baseline for the success of further projects and improvements made by the countries and FAO in strengthening capacities for enhancing Codex Alimentarius activities in ASEAN.

    This publication presents the key outcomes of the partnership between FAO and the Asian Partnership for the Development of Human Resources in Rural Areas (AsiaDHRRA). It focuses on the responsible agricultural investment (RAI) learning programme delivered to civil society organizations, non-governmental organizations, and farmer organizations in Cambodia, the Lao People's Democratic Republic, and the Philippines.The content includes an overview of the RAI learning programme and an analysis of the challenges faced by rural women and youth in agriculture within the three target countries. It also offers clear, actionable recommendations to address these barriers in Cambodia, the Lao People's Democratic Republic, and the Philippines.This publication aims to highlight the importance of empowering rural women and youth in agriculture across the member states of the Association of Southeast Asian Nations (ASEAN) and to provide country-specific recommendations for key stakeholders including development partners, donors, and policymakers. Both the RAI learning programme and this publication support the adoption of the ASEAN RAI Guidelines and contribute to the achievement of the Sustainable Development Goals (SDGs), particularly SDG 1, SDG 2, SDG 5, and SDG 8.
