    Forty-three secretaries of regional fisheries bodies, with diverse mandates and from all geographic regions, including FAO and non-FAO regional fisheries bodies, marine and inland fishery advisory and management bodies, the UNDOALOS and invited organizations, participated in the Seventh Meeting of the Regional Fishery Body Secretariats’ Network. Discussions covered major subjects of regional concern, comprising the activities and outcomes from UNGA and UNDOALOS, the UN discussion process on Biodiversity in Areas Beyond National Jurisdiction, the implementation of activities in delivering the 2030 Agenda, the experience of RFBs initiatives, the cooperation of regional bodies and Fisheries and Resources Monitoring Systems, the 33rd Session of the Committee on Fisheries (COFI 33) related matters and global processes and subjects relevant to RFBs and RFMOs, and the state of progress to strengthen the RSN, including current needs and challenges. The RSN Chair’s Statement, delivered at the COFI 33, is annexed to this report. The meeting had a high level of participation that underlined the role of the Network as a unique forum to foster cooperation, facilitate discussion and exchange of experiences. It noted the increased interest in the international agenda on the role of RFBs as key players in translating international and global policies into practice at the regional and local levels.

    Forty-eight secretariats of regional fishery bodies (RFBs) participated at the Tenth Meeting of the Regional Fishery Body Secretariats’ Network (RSN-10). The meeting brought together secretariats of regional fishery bodies (RFBs) with diverse mandates from all geographic regions, including FAO and non-FAO regional fishery bodies, marine and inland fishery advisory and management bodies and agreements. Other invited international organizations and stakeholders such as the Convention on Biological Diversity (CBD), the United Nations (UN) Division for Ocean Affairs and the Law of the Sea (DOALOS), the United Nations Environment Programme (UNEP), the World Trade Organization (WTO) and the Government of France, which is hosting UNOC25, also attended the meeting. RSN-10 took place immediately before and after of the Thirty-sixth Session of the Committee on Fisheries (COFI36), which was held from 8 to 12 July 2024. As was the case with COFI, RSN 10 met in hybrid format, in person and virtually, via videoconference, to facilitate the participation to those who could not assist personally. For the second time, the meeting was convened over three days. The meeting allowed participants to exchange views and discuss global processes of particular relevance to RFBs. In particular, RSN-10 paid special attention to how to scale up cooperation and coordination among RFBs in view of the recently adopted international agreements that involve RFBs’ work.

    This is a workshop record. One of many project reports to follow. It is intended that the report covers on this report will be used repeatedly over the course of the project. The cover has been approved by UNEP and needs to be approved for ongoing use by FAO (LOGOS). The inside cover contains a FAO-UNEP disclaimer that has been approved by UNEP, but probably needs to be cleared by FAO (LEGN).

In this context, the Secretariat will continue to ensure, as much as possible, that voices and experiences from different regions are being considered.

    The management of bottom fisheries and the protection of ecosystems in the high seas have received increased attention at the international level during the last decade, and in particular subsequent to the passing of UNGA Res. 61/105 that called for actions by Regional Fisheries Management Organizations or Arrangements (RFMO/As) with the competence to regulate bottom fisheries to take actions by the end of 2008 to address issues relating deep-sea fisheries and vulnerable marine ecosystems. FAO developed, through a consultative process, the “International Guidelines for the Management of Deep-Sea Fisheries in the High Seas” that were adopted in 2008. These assisted States and RFMO/As to undertake the actions called for by the UNGA. The present publications provide an overview of how States and RFMOs to date have tried to implement the above resolution and applying the techncial guideance contained in the FAO DSF Guidelines with respect to Vulnerable Marine Ecosystems. It details VME pr ocesses undertaken globally in ABNJ. The publication is composed of regional chapters, decsribing the processes and measures adopted in the different ocean regions, pulling these together in a global overview. This will form a sister volume to the “Worldwide review of bottom fisheries in the high seas” (WWR) that was first published by FAO in 2009.
