No results found.The third Meeting of the Global Record Informal Open-Ended Technical and Advisory Working Group (GRWG) was held in Rome, Italy, from 26 to 28 June 2017. The meeting was attended by experts from Food and Agriculture Organization of the United Nations (FAO) Members, intergovernmental organisations (IGO) and International Non-Governmental Organisations (INGO), in view of identifying the next steps towards the development of the Global Record as a tool to fight illegal, unreported and unregulated (IUU) fishing. Issues discussed included: the revision of the Terms of Reference (TOR) of the Working Group; the progress and state of affairs of the Global Record Programme; the IHS offer for inclusion of vessel data into the Global Record; user experiences, features, functionalities, rules and procedures, and participation to the first working version of the Global Record information system; outcomes of the first meeting of the Parties of the Agreement on Port State Measures (PSMA) in relation to the Global Record; and capacity development support. The GRWG agreed upon the revised TOR for the Working Group. The importance of publicly releasing the Global Record prior to the 33rd session of the Committee on Fisheries (COFI) to showcase the utility of the Global Record in the fight against IUU fishing and to encourage further participation, was highlighted. The GRWG recognized the value of IHSM’s revised offer in providing the five essential data fields, required for submitting a vessel into the Global Record information system, to support the implementation of Phase 1, whilst reiterating the responsibility of the State to provide the data. The Secretariat was requested to develop ways to facilitate the submission of data by States and that the source of data should be correctly marked in the information system. The need for a clear procedure for establishing National Focal Points (NFPs), was highlighted. The GRWG recommended that vessels records should be updated at least every 45 to 90 days. The GRWG underlined the importance that data included in the Global Record is of the highest quality and, in this regard, highlighted the need to establish procedures to avoid dissemination of conflicting data. The importance of timely advancements to the Global Record information system, particularly to support data verification and risk analysis for the PSMA and other instruments such as the United Nations Fish Stock Agreement (UNFSA), was underlined. The GRWG agreed upon the major areas that need consideration for capacity development action and highlighted that these should be planned and implemented in coordination with capacity development actions established under other initiatives to ensure coherence and support the development of synergies. The GRWG welcomed the announcement by Sweden of a contribution to the Global Record of 900 000 USD. -

2025The seventh meeting of the Global Record Informal Open-Ended Technical and Advisory Working Group (GRWG) was held in Panama City on 19 March 2024.The meeting was attended by experts from FAO Member States, intergovernmental organizations and international non-governmental organizations. Issues discussed included: state of affairs of the Global Record, key considerations for the Global Record moving forward and assistance to developing states.The GRWG called for states to continue uploading, maintaining and updating vessels given its critical role for the PSMA Global Information Exchange System (GIES) which requires reliable information on the identity of vessels. The GRWG considered as a minimum, the introduction of three broad categories of vessels of the Global Record (fishing vessels, refrigerated transport vessels and supply vessels) for those cases where vessel type is not communicated using the ISSCFV (International Standard Statistical Classification of Fishery Vessels by Vessel Types) classification. The GRWG called for studies on the feasibility and implications of obtaining and sharing ultimate beneficiary ownership information recognizing this information as crucial in combating illegal, unreported and unregulated fishing (IUU fishing). The GRWG approved the reintroduction of a deep hyperlink to the International Maritime Organization’s Global Integrated Shipping Information System for accessing additional relevant information contained in that system. -

2012The thirtieth session of the Committee on Fisheries (COFI) was held in Rome, Italy, from 9 to 13 July 2012. The Committee reviewed the issues of an international character and the FAO programme in fisheries and aquaculture, and their implementation. The Committee, while stressing the high value of the State of World Fisheries and Aquaculture as a flagship publication, recommended that FAO should provide more support to countries in data collection and quality control, as well as consider a si mpler classification of stock status. The Committee expressed strong support for the standards and norms of the Code of Conduct for Responsible Fisheries and its related instruments and agreed on further effort to facilitate their accessibility and more effective implementation. The Committee agreed on the development of best practice guidelines for traceability. The Committee reiterated its support to FAO’s collaboration with the Convention on International Trade in Endangered Species of Wild Fauna and Flora and the World Trade Organization. The Committee reiterated the request for additional assistance for aquaculture development in Africa and Small Island Developing States. The Committee requested FAO to develop a conformity assessment framework for aquaculture certification guidelines as well as a draft strategy paper including a long-term strategic plan for the Sub-Committee on Aquaculture and emphasized the specific needs for future work. The Committee urged FAO to reinforce it s emphasis on fish as food, ensure that these aspects were not lost in the global and regional frameworks for ocean conservation and management, and assert its leading role in fisheries and aquaculture in ocean governance. The Committee requested FAO to address the issue of hydrocarbon deposits in the oceans and assess possible threats arising from their development. The Committee called for continuous consultation with all stakeholders in the development of the International Guidelines for Secu ring Sustainable Small-Scale Fisheries and agreed on the need to develop implementation strategies for the Guidelines. The Committee agreed that illegal, unreported and unregulated fishing continues to be a persistent and pressing problem adversely impacting on sustainable fisheries and food security. The Committee endorsed the terms of reference for the Ad hoc Working Group for the 2009 FAO Agreement on Port State Measures. The Committee requested to convene the second resumed session of the te chnical consultation on the draft Criteria for Flag State Performance. The Committee reiterated its support for the Global Record of Fishing Vessels, Refrigerated Transport Vessels and Supply Vessels. The Committee agreed that FAO should focus on challenges relevant to its core mandate and must join efforts with partners in better coordination and urged FAO to ensure that fisheries and aquaculture priorities were reflected under the Strategic Objectives. The Committee adopted the revised Rules o f Procedure and endorsed the related changes in current practice. The Committee also approved the Multiyear Programme of Work (MYPOW) 2012–2015.
