    The third Meeting of the Global Record Informal Open-Ended Technical and Advisory Working Group (GRWG) was held in Rome, Italy, from 26 to 28 June 2017. The meeting was attended by experts from Food and Agriculture Organization of the United Nations (FAO) Members, intergovernmental organisations (IGO) and International Non-Governmental Organisations (INGO), in view of identifying the next steps towards the development of the Global Record as a tool to fight illegal, unreported and unregulated (IUU) fishing. Issues discussed included: the revision of the Terms of Reference (TOR) of the Working Group; the progress and state of affairs of the Global Record Programme; the IHS offer for inclusion of vessel data into the Global Record; user experiences, features, functionalities, rules and procedures, and participation to the first working version of the Global Record information system; outcomes of the first meeting of the Parties of the Agreement on Port State Measures (PSMA) in relation to the Global Record; and capacity development support. The GRWG agreed upon the revised TOR for the Working Group. The importance of publicly releasing the Global Record prior to the 33rd session of the Committee on Fisheries (COFI) to showcase the utility of the Global Record in the fight against IUU fishing and to encourage further participation, was highlighted. The GRWG recognized the value of IHSM’s revised offer in providing the five essential data fields, required for submitting a vessel into the Global Record information system, to support the implementation of Phase 1, whilst reiterating the responsibility of the State to provide the data. The Secretariat was requested to develop ways to facilitate the submission of data by States and that the source of data should be correctly marked in the information system. The need for a clear procedure for establishing National Focal Points (NFPs), was highlighted. The GRWG recommended that vessels records should be updated at least every 45 to 90 days. The GRWG underlined the importance that data included in the Global Record is of the highest quality and, in this regard, highlighted the need to establish procedures to avoid dissemination of conflicting data. The importance of timely advancements to the Global Record information system, particularly to support data verification and risk analysis for the PSMA and other instruments such as the United Nations Fish Stock Agreement (UNFSA), was underlined. The GRWG agreed upon the major areas that need consideration for capacity development action and highlighted that these should be planned and implemented in coordination with capacity development actions established under other initiatives to ensure coherence and support the development of synergies. The GRWG welcomed the announcement by Sweden of a contribution to the Global Record of 900 000 USD.

    Among other issues, the meeting agreed upon the following: (i) substantial progress was made, particularly through the work of three specialized core working groups, on the design and specifications of the information system; (ii) the development of the system should continue on Phase 1; (iii) five essential data fields are absolutely necessary for the information to be included in the Global Record; (iv) the importance of data quality and cross-checking of information; (v) it may be strategic t o populate the Global Record Vessel information module with data from reputable third parties; (vi) retaining a range of options for data formats and transmission mechanisms would facilitate data submission to the Global Record both from developed and developing Members; (vii) detailed guidelines to consolidate the technical specifications for the implementation of the Global Record would be useful to Members in aligning their data, systems and processes to the Global Record; (viii) development should continue on a publicly-available, operational pilot system that includes records across the various information modules; (ix) the need to promote the long-term development, implementation and maintenance of the Global Record; (x) the importance of dedicated funds for capacity development in order to facilitate the alignment of national, and possibly regional, systems and processes to the technical specifications of the Global Record. The next meeting of the GRWG will be held in the first quarter of 2017 to review advances made by the specialized core working groups and the Global Record project team.

    The Meeting of the Global Record Specialized Core Working Groups (GRCGs) was held at FAO Headquarters in Rome, Italy, from 30 September to 2 October 2015. The GRCGs were created to deal with specific technical issues, upon request of the Global Record Informal Open-Ended Technical and Advisory Working Group (GRWG) at its first meeting in February 2015. At this first meeting of the GRCGs, experts in the areas of data requirements, data exchange and third party data gathered to advance the discuss ions and work started earlier in 2015, through the virtual workspace. During this meeting the experts completed the first round of discussions and agreed on: i) the data fields required for each information module of the Global Record, their inclusion level, data types and related reference lists (the result can be consulted in Appendix B, Resulting Information Modules); ii) the third party data providers that would enhance the Global Record system; iii) the data formats and data transmission me chanisms for the submission of data, and iv) the need for capacity development to support Members in participating in the Global Record. The conclusions are to be put forward to the GRWG at its next meeting. Work in the three areas is ongoing, with some issues pending further discussion and others, such as the role of IHS Maritime & Trade as a possible third party data provider, to be further considered by the GRWG.
