Synopsis (short abstract) The International Code of Conduct on Pesticide Management provides a framework which will guide government regulators, the private sector, civil society and other stake holders on best practice in managing pesticides. This version incorporates public health pesticides and vector control to broaden the scope of the Code of Conduct beyond agricultural pesticides. It gives greater attention to health and environmental aspects of pesticides, updates a number of definitions and terms and aligns guidance in several technical areas with developments in international chemicals management. Through effective implementation of The International Code of Conduct on Pesticide Management a significant reduction of risks to health and to the environment from pesticides can be achieved, while improving the productivity, sustainability and livelihoods of farmers everywhere.

    The use of household pesticides to control pests and disease vectors in homes and gardens is common in high-income countries (HICs) and is increasing in low- and middle-income countries (LMICs), where such pesticides are often sold in local shops and informal markets for use by the general public. The human and environmental risks from the use of these products should not be underestimated. The incorrect use and improper storage and disposal of household pesticides, often due to the absence of any training in pesticide use or risks as well as poor understanding of label information, results in many poisoning and self-harm incidents every year.

    The FAO/WHO Guidelines on Highly Hazardous Pesticides (HHPs) elaborate upon specific articles in the International Code of Conduct on Pesticide Management that address HHPs. This document is intended to provide guidance to countries on how to interpret and apply these articles effectively in order to reduce risks posed by HHPs. Countries are encouraged to identify the HHPs in use, to assess the risks involved and to decide upon appropriate measures to mitigate these risks. These guidelines apply to all pesticides, including agricultural, public health, household, amenity and industrial pesticides. They have been developed by the FAO/WHO Joint Meeting on Pesticide Management (JMPM).
