Book (stand-alone)Initiative d’évaluations inter-agences de la protection sociale (ISPA) sur la sécurité alimentaire et la nutrition 2021Cet outil de l’initiative d’évaluations inter-agences de la protection sociale (ISPA) sur la sécurité alimentaire et la nutrition (FSN ISPA) fournit un cadre d’analyse permettant d’évaluer la manière dont les instruments et programmes d’aide sociale peuvent avoir un impact positif accru sur la sécurité alimentaire et la nutrition (FSN) au niveau des pays. Cet outil fait partie de l’ensemble d’outils ISPA au niveau des programmes et entend mettre en évidence des occasions de renforcer la cohérence et d’améliorer les résultats des programmes d’aide sociale en matière de FSN. L’outil FSN ISPA est un ensemble proposé de principes, étapes et instruments conçus dans une optique générale et destinés à être adaptés par chaque pays, qui doit être ajusté à chaque contexte de pays et programme examiné. Il n’a pas été conçu dans une perspective de comparaisons entre pays, mais entend plutôt analyser le(s) programme(s) examinés et le contexte du pays (y compris la FSN et autres conditions), afin d’identifier où et comment renforcer les impacts en matière de FSN.

No results found.The paper explores how social protection interventions can be used to reduce the vulnerability and strengthen the resilience of households and communities who depend principally on renewable natural resources to sustain their livelihoods and food security, using the case of small-scale fisheries as an illustrative case. The paper identifies and reviews existing social protection policies, schemes and instruments with regard to their potential role in supporting the transition to sustainable natu ral resource management in fisheries, including the identification of universal and targeted social protection schemes and instruments that fisheries-dependent communities have access to, as well as how these groups are defined within the context of those policies. Special attention is given to social protection in the context of households’ disaster resilience. By providing an overview of the different sources of vulnerability and concrete examples of exclusion affecting actors in the fisheries sector, the document also increases awareness of the vulnerability of small-scale fishers and fish workers to natural and human-induced hazards as well as other social, economic or political risks. The paper shows that small-scale fishers and fishworkers are typically inadequately or totally unprotected. Very important is the recognition that social vulnerabilities are as significant as economic vulnerabilities, and that innovative interventions are needed to provide protections across the spec ific set of challenges that fishers face in each national and local context. -

No results found.The Food and Agriculture Organization of the United Nations is exploring evidence of the linkages between poverty, social protection and natural resource management with a view to implementing programmes to empower rural communities in the transition to sustainable natural resource management and poverty reduction. In Myanmar, it commissioned analyses of social protection needs and opportunities in the context of rural development and poverty reduction with a view to enhancing understanding of t he role of social protection in the transition to sustainable natural resource management and poverty reduction, with a focus on fishing communities. The analyses were conducted in collaboration with the Myanmar Department of Rural Development. The initial findings, which were discussed with state and non-state actors on 29 and 30 September 2015 in Nay Pyi Taw and Yangon, Myanmar, highlight the need for significant expansion of social protection services as a key component of rural development a nd for urgent interventions for households in fishing communities. Further research and methodological analysis are needed to verify the initial findings and inform rural development and poverty reduction programmes.
