The guidelines are designed to provide guidance on management factors ranging from an appropriate regulatory framework to the components of a good data collection programme, and include the identification of key management considerations and measures necessary to ensure the conservation of target and non-target species, as well as affected habitats. These guidelines are voluntary and constitute an instrument of reference to help States and RFMO/As in formulating and implementing appropriate measures for the management of deep-sea fisheries in the high seas.Ces Directives internationales sur la gestion de la pêche profonde en haute mer ont été développées au moyen d’un processus participatif qui a impliqué des experts des pêches, des gestionnaires des pêches des gouvernements, l’industrie des pêches, des universités ainsi que des organisations non-gouvernementales et intergouvernementales. Les directives sont conçues pour donner des orientations sur différents aspects de la gestion allant du cadre réglementaire adéquat jusqu’aux composantes d’un bon système de cueillette de données, et elles incluent l’identification des considérations de gestions clés et des mesures nécessaires pour protéger les espèces cibles, les espèces accessoires et les habitats. Les directives sont facultatives et constituent un instrument de référence pour aider les États et les organisations et arrangements régionaux de gestion des pêches à formuler et à mettre en oeuvre des mesures appropriées pour la gestion des pêches profondes en haute mer.Estas Directrices Internacionales para la Ordenación de las Pesquerías de Aguas Profundas en Alta Mar fueron elaboradas a través de un proceso participativo en el que intervinieron expertos en pesquerías,administradores de pesquerías de distintos gobiernos, la industria pesquera, universidades y organizaciones no gubernamentales e intergubernamentales. Las directrices se diseñaron para proporcionar orientación sobre factores de ordenación que abarcan tanto el establecimiento de un marco regulador adecuado como la elaboración de un programa eficaz de recopilación de datos, pasando por la identificación de las consideraciones fundamentales sobre la ordenación y por las medidas que deben adoptarse para garantizar la conservación de las especies que son o no objeto de pesca, así como la de los habitats afectados. Las directrices tienen carácter voluntario y constituyen un instrumento de referencia para ayudar a los Estados y a las organizaciones y los acuerdos regionales de ordenación pesquera en la elaboración y aplicación de las medidas adecuadas para la ordenación de las pesquerías de aguas profundas en alta mar.

Roma, 19-22 de octubre de 2004. 2005The Technical Consultation on International Guidelines for Ecolabelling of Fish and Fishery Products from Marine Capture Fisheries was convened by FAO at the request of the twenty-fifth session of the Committee on Fisheries (Rome, 24–28 February 2003) and the ninth session of the COFI Sub-Committee on Fish Trade (Bremen, 10–14 February 2004). The Consultation was attended by fifty-seven Members of FAO and by observers from four intergovernmental and nine international non-governmental organizations. The Consultation stressed the benefits of internationally agreed guidelines aimed at avoiding the misuse of ecolabelling schemes through, inter alia, preventing them becoming barriers to trade. In the course of in-depth discussions, the Consultation was able to make good progress in completing the guidelines, in particular the part dealing with the procedural and institutional aspects of ecolabelling schemes. The Consultation nevertheless acknowledged that more work was still necessary on, inter alia, terms and definitions and the minimum substantive requirements and criteria. It therefore recommended that a two days meeting be convened immediately before the twenty-sixth session of COFI in early March 2005.

2012The thirtieth session of the Committee on Fisheries (COFI) was held in Rome, Italy, from 9 to 13 July 2012. The Committee reviewed the issues of an international character and the FAO programme in fisheries and aquaculture, and their implementation. The Committee, while stressing the high value of the State of World Fisheries and Aquaculture as a flagship publication, recommended that FAO should provide more support to countries in data collection and quality control, as well as consider a si mpler classification of stock status. The Committee expressed strong support for the standards and norms of the Code of Conduct for Responsible Fisheries and its related instruments and agreed on further effort to facilitate their accessibility and more effective implementation. The Committee agreed on the development of best practice guidelines for traceability. The Committee reiterated its support to FAO’s collaboration with the Convention on International Trade in Endangered Species of Wild Fauna and Flora and the World Trade Organization. The Committee reiterated the request for additional assistance for aquaculture development in Africa and Small Island Developing States. The Committee requested FAO to develop a conformity assessment framework for aquaculture certification guidelines as well as a draft strategy paper including a long-term strategic plan for the Sub-Committee on Aquaculture and emphasized the specific needs for future work. The Committee urged FAO to reinforce it s emphasis on fish as food, ensure that these aspects were not lost in the global and regional frameworks for ocean conservation and management, and assert its leading role in fisheries and aquaculture in ocean governance. The Committee requested FAO to address the issue of hydrocarbon deposits in the oceans and assess possible threats arising from their development. The Committee called for continuous consultation with all stakeholders in the development of the International Guidelines for Secu ring Sustainable Small-Scale Fisheries and agreed on the need to develop implementation strategies for the Guidelines. The Committee agreed that illegal, unreported and unregulated fishing continues to be a persistent and pressing problem adversely impacting on sustainable fisheries and food security. The Committee endorsed the terms of reference for the Ad hoc Working Group for the 2009 FAO Agreement on Port State Measures. The Committee requested to convene the second resumed session of the te chnical consultation on the draft Criteria for Flag State Performance. The Committee reiterated its support for the Global Record of Fishing Vessels, Refrigerated Transport Vessels and Supply Vessels. The Committee agreed that FAO should focus on challenges relevant to its core mandate and must join efforts with partners in better coordination and urged FAO to ensure that fisheries and aquaculture priorities were reflected under the Strategic Objectives. The Committee adopted the revised Rules o f Procedure and endorsed the related changes in current practice. The Committee also approved the Multiyear Programme of Work (MYPOW) 2012–2015.
