No results found.The first seminar on the harmonization of fisheries legislation of the States members of the Sub-Regional Fisheries Commission was held in Dakar, Senegal, from 29 November to 2 December 1994. The seminar was organized in accordance with the programme of activities of project GCP/RAF/302/EEC - Improvement of the legal framework for fisheries cooperation, management and development of coastal states of West Africa that requires the project to support a process of harmonization of the fisheries leg islation of the States members of the Sub-Regional Fisheries Commission. The seminar, which brought together the highest ranking officers of the fisheries administrations of the concerned States, examined a document on the matter. On the basis of this document, the seminar identified normative sectors where harmonization measures appear necessary and proposed general guidelines for a work programme that could be progressively implemented in the sub-region with support from the project and the pa rtners associated with the Sub-Regional Fisheries Commission. -

No results found.The Sub-Regional Fisheries Commission (SRFC) Workshop on Vessel Monitoring Systems (VMS) was held in Saly, Senegal, from 14 to 17 October 2002. The workshop objectives were to: (a) sensitize the SRFC Member States on the potential of VMS as a complement to their other monitoring, control and surveillance activities; and (b) foster discussions at a technical level leading to the formulation of a subregional strategy for cooperation on VMS. The workshop proposed that the following actions could be considered by the Coordinating Committee of the SRFC: (a) recommend to the Council of Ministers that the key elements of the report be accepted as a subregional VMS strategy; (b) instruct the Permanent Secretary regarding future actions; and (c) prepare a suitable information document for potential donors and financiers. -

No results found.This document was prepared by project GCP/RAF/302/EEC “Improvement of the legal framework for fisheries cooperation, management and development of coastal States of West Africa”. In the 1960s and 1970s, West African states were among the strongest proponents of change under the old law of the sea regime which they viewed as unable to provide the legal structure necessary to get the maximum benefits from their maritime resources. This paper seeks to examine legal aspects regarding the implementat ion of monitoring, control and surveillance (MCS) measures as well as issues concerning the prosecution of fisheries offences in the West African region. It begins with an acknowledgement of the policy considerations which play a part in the choice of MCS measures. These considerations can include questions of cost, vessel nationality and even the choice of resource management system.
