Synopsis (short abstract) The Food and Agriculture Organization of the United Nations (FAO) and other Rome based Agencies advocate a twin-track approach to achieving food security (FAO, 2003). FAO supports the use of cashbased transfers (CTs) as tools within this approach to save lives, restore livelihoods and increase resilience by promoting enhanced agricultural production and food and nutrition security in times of disaster, conflict and economic shock, and to support longer term development and social protect ion initiatives. CTs have proven to be effective tools for improving several aspects of food security including access, availability, stability and utilization. This document articulates FAO's roles with respect to supporting and implementing CTs linked to agriculture and food security in line with the Organization's mandate and comparative advantages. It is based on FAO's experience and expertise in supporting CT programming and details various CT mechanisms that are suited to the t win-track approach and are in line with the Organization's commitment to a common programme that integrates humanitarian, development and investment efforts. This policy establishes a corporate accountability framework for the Organization's use of specific CT mechanisms to support addressing hunger, malnutrition and food insecurity.

    Cash and vouchers play a critical role in FAO’s response to shocks and crises when farmers, pastoralists and fishers can no longer buy food or the productive inputs they need because their assets have been damaged or depleted. FAO’s cash-based transfers provide immediate relief to farmers, and contribute to strengthen the resilience of their livelihoods to future shocks (e.g. drought, poor production, etc.), increasing agricultural production, improving food security and nutrition, and reducing rural poverty. They support the transition from humanitarian assistance to development, including through enhanced linkages with social protection systems that can be leveraged to respond to shocks and crises. FAO is committed to using cash and vouchers as its preferred method of assistance, including in emergencies, as they allow recipients to choose for themselves, enabling farmers to purchase the goods and services they need most in local markets.

    Cash transfer programmes have become an important tool of social protection and poverty reduction strategies in low- and middle-income countries.The project, besides producing analyses, publications and policy briefs for the global development community, is having a direct impact on the policy debate in regional initiatives such as CAADP, as well as in each of the seven countries, through its collaboration with governments and UNICEF.

    This poster was developed for the International Conference on Social Protection in Contexts of Fragility and Forced Displacement, organized with the EU, UNICEF, UNHCR and WFP. http://sp-fragility-displacement.onetec.eu/index.asp?type= The objective was to showcase FAO's Cash+ approach which consists in “combining cash transfers with productive assets, activities, inputs, and/or technical training and extension services” to boost the livelihoods and productive capacities of poor and vulnerable households. These interventions can strengthen the resilience of vulnerable households’ livelihoods and increase food production while enhancing the economic impact of social protection and help families meet their immediate food requirements. CASH+ is a tool that can be used for quick impact humanitarian response interventions, recovery and resilience programming as well as part of longer term social protection programmes. Main highlights includes experiences from Lesotho and Somalia.
