Synopsis (short abstract) Promoting gender equality across the policy and programme framework of the Food and Agriculture Organization of the United Nations (FAO) is crucial for the Organization to realize its mandate to eradicate poverty and eliminate hunger and malnutrition. Across the Asia-Pacific region, women are well recognized as important contributors to food production and all other aspects of food systems. However, their lives and livelihoods are being affected in unprecedented ways by persistent social and gender inequalities, climate change and the current COVID-19 pandemic. The Regional Gender Strategy and Action Plan 2022–2025 for Asia and the Pacific translates FAO’s corporate Policy on Gender Equality 2020-2030 and gender action plan into an actionable agenda and presents the strategic and programme framework for FAO’s gender-related work in the region. The main objectives of the Regional Gender Strategy and Action Plan are to: i) identify and respond to regional trends and challenges that affect women’s equal and meaningful participation in the sectors of agriculture, forestry, livestock and fisheries; ii) mainstream gender perspectives in the regional priorities; iii) establish regional focus areas that will enable gender equality and women’s empowerment across agriculture, forestry, livestock, aquaculture and fisheries sectors; and iv) respond to new and emerging challenges and needs to build back gender-sensitive and -resilient lives and livelihoods. The strategy and action plan includes the two-year action plan for the region and the action and outreach plan which shows how FAO intends to reach out to different stakeholders and partners through various activities.

    The new Regional Gender Equality Strategy and Action Plan 2024–2027 for the Near East and North Africa (NENA) region aims to ensure its applicability across the diverse and complex contexts within the NENA region. Recognizing the multifaceted nature of the region, characterized by a spectrum of situations, the strategy incorporates a precise set of indicators that extend until 2027. This extended timeframe facilitates a systematic review of the strategy, allowing for adjustments and refinements to be made, ensuring its continued relevance and effectiveness until the targeted horizon of 2030. A collaborative agreement between FAO colleagues and the International Training Centre of the International Labour Organization (ITCILO) brought in experts in gender equality and results-based management to develop this strategy.

    The elements of the Action Plan are derived from the Theory of Change anchored in the Strategy. The Action Plan is therefore articulated around the three pillars and six outcomes of the Strategy. In addition, and with the aim to provide more clarity, action areas have been introduced to cluster the outputs, which are concrete results contributing to each outcome of the Strategy. The outputs are formulated based on the FAO actions listed in section IV “Three pillars for enhanced action” of the Strategy. In the following matrix of outcomes and outputs, each output is cross-referenced with the relevant PPAs and SDG targets it contributes to achieve, in line with the FAO Strategic Framework. Similarly, each action area is being monitored by an indicator from the updated results framework 2022–2025. These indicators have been selected according to their linkage to the action area to best illustrate the contribution of the Action Plan to the implementation of the Strategic Framework. Based on the nature of the action area (technical vs functional), these indicators are either key performance indicators (KPIs) or output indicators from the PPAs.
