A Framework for Knowledge sharing and Interoperability in Agricultural Research for Development

Synopsis (short abstract) In an ideal world all data would be produced using open formats and would be linked directly to other related data on the web. This would give the possi-bility for service providers to set up information systems by mixing and matching data from different distributed repositories. A scenario like this is no science fiction. Nev-ertheless most data (of all kinds) resides in database and repository silos, and efforts to create one stop access to distributed data lack functionalities, robustness or sustain-ability. The CIARD initiative1 is working to make agricultural research information publicly available and accessible to all, by acting on both those issues. Among its actions are advocating and promoting open access, improving applicability and ena-bling effective use of data and information in agricultural research and innovation. In this paper we present the CIARD initiative and concentrate on FAO’s contribution to it. We present the Linked Data approach, the vocabulary editor VocBenc h, the do-main specific tagger AgroTagger and the RING registry of services and tools.

    In this publication the principles and benefits of data sharing and interoperability have been introduced. The FAIR principles have been highlighted, with their context in data sharing frameworks. Openness in the context of data has been explained. Different types of vocabularies have been noted, along with the role of Knowledge Organization Systems (KOS) in the data management and sharing framework. To be useful, data need to be open and interoperable. The Open Data Scheme and the FAIR principles describe the level of “openness” of vocabularies. Different types of vocabularies exist, which differ by their level of expressiveness. The Resource Description Framework (RDF) model uses triples of subject – predicate – object to build a vocabulary. AGROVOC is a KOS based on RDF.

    IPCC Sixth Assessment Reports (AR6) emphasizes that minimizing trade-offs with respect to climate actions in AFOLU sector requires integrated approaches to meet multiple objectives including food security, and provides win-win options that can contribute to both enhanced productivity and climate benefits. Recognizing the valuable contributions of the agriculture sector to achieving emission reductions in Nationally Determined Contributions (NDCs), many countries in Asia and Pacific included one or more actions in the agriculture sector in their latest NDCs. The Global Methane Pledge, launched at 26th Conference of the Parties (2021) of the United Nations Framework Convention on Climate Change (UNFCCC), and joined by 150 countries, including countries in the Asian region, represents a global momentum for further collective actions for methane emissions reductions, including those from agriculture. The present project responded to the need to improve sustainable development and food security through enhanced country capacity to implement adaptation and mitigation actions across agricultural sectors.
