DESCRIPTION

Positive discrimination measures are essential tools for correcting historical and structural disadvantages. They are based on a recognition that equal treatment alone is insufficient when inequalities are deeply rooted, and that targeted interventions are required to level the playing field. The inequalities faced by women in agrifood systems stem from systemic structural barriers that limit their access to land, credit, training and technology. These barriers are not incidental but deeply embedded in agricultural structures, policies and cultural norms. Without deliberate women-targeted interventions, the gap between women and men in agriculture persists, leading to inefficiencies, lower productivity and missed opportunities for economic growth and food security.

The Government of Türkiye, through its Ministry of Agriculture and Forestry, has taken proactive steps to promote equality between women and men in rural economies by prioritizing women farmers in training programmes, entrepreneurship initiatives and financial support schemes. By implementing positive discrimination measures, Türkiye is expanding rural women’s access to agricultural innovation, climate adaptation strategies and value chain opportunities.

Türkiye’s commitment to FAO’s CGE initiative scales up the government’s agricultural programming that addresses equality between women and men. By expanding women-targeted training, technical support and entrepreneurship programmes, Türkiye ensures that more women farmers gain the knowledge, skills and resources needed to thrive in agrifood systems. This strengthened investment will drive greater economic autonomy for rural women as well as increased productivity and improved food security, while embedding women’s leadership in decision-making roles.

By stepping up its commitment to invest in rural women, Türkiye is driving long-term structural change, ensuring that women become key decision-makers and contributors to resilient, inclusive rural economies.
