Synopsis (short abstract) This paper discusses some elements of the types of violence that characterize complex humanitarian emergencies and the implications such violence has for livelihoods systems and livelihoods framework. While noting the importance of livelihoods approaches in complex humanitarian emergencies, the paper discusses the constraints of popular livelihoods frameworks, especially the Sustainable Livelihood Framework promoted by the UK Department for International Development, when applied in environment s marked by protracted instability. Adaptations to the model are proposed, with a particular focus on the relationships among violence, assets and liabilities. This paper reflects on-going research on these issues conducted by the Feinstein International Famine Center at Tufts University.

    The Rural Development Division (SDA) of FAO tackles the issue of disaster risk management from an institutional perspective within the context of Rural Development and Decentralization. This interim report summarises the main issues, findings and recommendations arising from the first phase of SDA’s work on DRM, including a first consolidation and comparative analysis of a literature review, case studies and the workshop discussions.

    In Burkina Faso, the 2017/18 agropastoral campaign was marked by food and biomass deficits, the effects of which were exacerbated by the fragile situation in the country. Since January 2019, insecurity has continued to worsen due to recurrent attacks perpetrated by non-state armed groups, triggering massive population displacements, thus exacerbating the vulnerability of communities further resulting in increased humanitarian needs and significant challenges for the country. Thanks to funding from Sweden, FAO is supporting 18 700 households through various activities (cash-based interventions, agricultural and livestock production support) in order to meet their immediate needs, while ensuring that the root causes of their vulnerability are addressed in order to reduce dependency on food aid.
