Investment requirements in extension to achieve zero hunger and adapt to climate change

Synopsis (short abstract) The study reflects on previous World Bank and FAO reports that made the general recommendation to set both research and extension investment targets in developing countries at 1% of agricultural gross domestic product (AgGDP). In order to define proxies for country-specific extension investment targets, authors developed an extension investment model (EIM) based on socio-economic macro-indicators (poverty, undernourishment, access to information and population density) and a method to define est imates for cost increases related to climate change. These parameters helped estimating the demand for agricultural extension and investments required for it. Results showed that about half of the 94 developing and emerging countries should spend more than 1% of their respective share of GDP derived from agriculture and about a quarter of the countries, mostly in Africa and South East Asia, need to spend more than 2% of their AgGDP. The paper reveals significant differences in average investment requirements in different regions and shows the additional extension costs related to climate change and other areas that currently lack investment.

    This guidance document aims to assist investment project formulation practitioners in incorporating climate change considerations into agricultural investment projects and programmes. The main focus is on project/programme formulation (i.e.identification and design), although some aspects of supervision and evaluation will also be presented. It is intended for national and international staff and consultants, as well as government staff involved in mobilizing investment for agriculture and rural development, mainly through assistance to project or programme identification, formulation and supervision. It is meant to apply to investment projects or programmes in agriculture and rural development (agriculture in the broad sense, including fisheries, livestock and forestry). It can also be used for stand-alone climate change projects or programmes; however, for most stand-alone climate change projects/programmes, there are specific guidelines provided by their funding agencies and other d evelopment partners.

    The project focused on technical innovation to strengthen efforts to build climate resilience of smallholder producers. The project, beyond original expectations, generated an agroecological zoning modelling tool (pyAEZ) of global relevance. The project achieved many of its outputs, some of which went beyond the indicators and exceeded targets for coverage. Securing co-financing (and engaging other actors in complementary efforts) was very successful. The network of weather stations was improved along with establishing a laboratory for calibration of the sensors of the automatic weather station (AWS), and the Lao Climate Service for Agriculture (LaCSA), a decision-making tool developed by the project to provide agrometeorological advisories and early warnings. The project was found to have made a significant contribution to strengthening agroclimatic monitoring and information systems to improve adaptation to climate change and food security.

    The project was implemented from 26 May 2017 to 30 June 2022. It aimed to i) enhance the monitoring, analsyis, communication and use of agrometerological data and information at national and provincial levels for decision-making in agriculture and food security; and ii) improve the monitoring and analsysis of agriculture production systems by strengthening the Land Resources Information Management System (LRIMS) and agroecological zoning (AEZ) for agricutltural policies and climate change adaptation. The evaluation covered the project's full five-years and aimed to provide evidence of the most productive egroclimatic approaches for the country.
