Synopsis (short abstract) The monitoring and evaluation of agricultural projects for their impact on household food insecurity and nutrition is important given the paucity of data documenting successes and failures in such projects, and because possible adverse effects in such projects need to be identified and addressed rapidly. Recognizing, however, the lack of capacity and/or reluctance of some agriculture project managers and planners to incorporate nutrition considerations in their project planning or their manageme nt information systems, a feasible alternative approach is needed – one capable of meeting agriculture-nutrition M&E objectives without encumbering project managers. There may be a role for external M&E teams comprised of staff skilled in agriculture-nutrition linkages (Ag2Nut teams). These teams could identify sensible indicators to measure nutrition-relevant impact based on the type of activities in the program, carry out the key M&E necessary for tracking progress, and feed back to the progra m management; they also could support nutrition-sensitive program design or adjustment.

    At its 42nd session in October 2015, the Committee on World Food Security (CFS) requested the High Level Panel of Experts on Food Security and Nutrition (HLPE) to prepare a report on Nutrition and Food Systems, to be presented at CFS 44 in October 2017. This topic is highly relevant to the Sustainable Development Goals (SDGs), the implementation of the 2014 Rome Declaration on Nutrition, the subsequent Decade of Action for Nutrition, and the fulfilment of the right to adequate food. The purpose of this report is two-fold: (i) to analyse how food systems influence people’s dietary patterns and nutritional outcomes; and (ii) to highlight effective policies and programmes that have the potential to shape food systems, contribute to improved nutrition and ensure that food is produced, distributed and consumed in a sustainable manner that protects the right to adequate food for all. This report is illustrated by short case studies reflecting the wide variety of practical experiences in diff erent contexts. It also provides a set of action-oriented recommendations addressed to states and other stakeholders in order to inform CFS engagement in advancing nutrition and CFS contribution to the UN Decade of Action on Nutrition (2016–2025).

    This terminal evaluation reviews the "Agriculture for Economic Growth and Food Security/Nutrition to mitigate migration flows” project. The objective of the project was to “Contribute to inclusive and equitable sustainable growth in the agricultural sector and reduce food insecurity and malnutrition to mitigate migration flows to Europe”. The project was pivotal in supporting the first-ever key policies such as the National Cooperative Policy which was a necessity in the agriculture sector and laid the foundation for the development of strong policies and strategic plans (the national extension policy, the national seed policy) that enhanced the institutional capacities. FAO reinforced the national capacities by supporting institutions at all levels, including capacity development, to prepare, implement, monitor, and evaluate evidence-based policies and programmes, and leverage investments. The project enhanced the participation of various agriculture value chain actors that contributed to the structuring of the value chain system to make it more responsive.
