Synopsis (short abstract) The Value Chain Gap Analysis Report on Azerbaijan is meant to fill the “gap” in professional literature via providing a snapshot on how the government, the private sector and donor organizations work on creating an enabling environment to support value chain (VC) development. The report won’t answer any particular questions regarding a specific VC, but it assesses the regulatory framework, support measures offered by the state and donors, and the level of development of services available to farmers. The report briefly reviews the main agricultural commodities produced in the country, seeking for major issues that affect multiple VCs in the country. Then in the following sections, it analyses topics like access to finance, rules and regulations, and different stages of the value chain in terms of available infrastructure and resources. The report also presents a “mini VC study” on apiculture, in order to demonstrate, how the more general issues can be captured in a particular VC. The report also does a detailed review of different programmes operated by donor organizations, like USAID, GIZ and the EU. Based on the findings, the report identifies gaps in government and donor-led development activities and gives concrete recommendations to formulate better-targeted future VC development projects.

    This brief outlines a rigorous and standardized approach for value chain analysis and design, taking a systems perspective to analyse and influence the behaviour and performance of value chain actors influenced by a complex environment. The brief also covers the design of upgrading strategies and associated development plans, based on the identification of root causes of value chain bottlenecks and using a participatory and multistakeholder approach. The brief is primarily based on FAO’s Sustainable Food Value Chain (SFVC) framework which promotes a systems-based development of agrifood value chains that are economically, socially and environmentally sustainable, as well as resilient to shocks and stressors. The end-product of the application of the methodology is a VC report with four components. The first two components, a functional analysis and a sustainability assessment, make up the VC analysis. The last two components, an upgrading strategy and a development plan, represent the VC design.

    This report analyzes the value chain and presents a food loss assessment of tomato crop in Nubaria District and Sharqia Governorate, as part of the project “Food Loss and Waste Reduction and Value Chain Development for Food Security in Egypt and Tunisia” implemented by the Food and Agriculture Organization (FAO) in collaboration with the Egyptian Ministry of Agriculture and Land Reclamation (MALR) with funding from the Italian Agency for Development Cooperation. It aims to deepen understanding of the tomatoes value chain and the particular problem of food loss, in order to promote sustainable, market-based solutions that respond to the needs of small-scale holders.
