    This brief discuss the importance of a conducive regulatory framework for the implementation of public food procurement initiatives that target smallholder farmers. It builds on the legal literature dedicated to the analysis of the promotion of socio-economic or ‘horizontal’ policies through public procurement and on the analysis of three country experiences in the context of their school feeding programmes.

    This report aims to inform about the alignment of public procurement rules and practices to support the implementation of government-led home-grown school feeding (HGSF) initiatives in Senegal. HGSF can be understood as a school feeding model that is designed to provide children in schools with safe, varied and nutritious food which is sourced locally from smallholders.
