Synopsis (short abstract) The management of bottom fisheries and the protection of ecosystems in the high seas have received increased attention at the international level during the last decade, and in particular subsequent to the passing of UNGA Res. 61/105 that called for actions by Regional Fisheries Management Organizations or Arrangements (RFMO/As) with the competence to regulate bottom fisheries to take actions by the end of 2008 to address issues relating deep-sea fisheries and vulnerable marine ecosystems. FAO developed, through a consultative process, the “International Guidelines for the Management of Deep-Sea Fisheries in the High Seas” that were adopted in 2008. These assisted States and RFMO/As to undertake the actions called for by the UNGA. The present publications provide an overview of how States and RFMOs to date have tried to implement the above resolution and applying the techncial guideance contained in the FAO DSF Guidelines with respect to Vulnerable Marine Ecosystems. It details VME pr ocesses undertaken globally in ABNJ. The publication is composed of regional chapters, decsribing the processes and measures adopted in the different ocean regions, pulling these together in a global overview. This will form a sister volume to the “Worldwide review of bottom fisheries in the high seas” (WWR) that was first published by FAO in 2009.

    The FAO Workshop on the Management of Deep-sea Fisheries and Vulnerable Marine Ecosystems in the Mediterranean took place from 18 to 20 July 2016 at the FAO Headquarters in Rome, Italy. The workshop was organized in close collaboration with the General Fisheries Commission for the Mediterranean (GFCM). The meeting addressed issues relating to the definition and management of deep-sea fisheries and vulnerable marine ecosystems (VMEs) in the Mediterranean, within the framework of the International Guidelines for the Management of Deep-sea Fisheries in the High Seas (FAO, adopted in 2008; FAO Deep-sea Fisheries Guidelines). The workshop characterized deep-sea fisheries in the Mediterranean, reviewed the current GFCM management measures specific to deep-sea fisheries and biodiversity protection (i.e. the establishment of fisheries restricted areas), and addressed specific issues related to VMEs (such as the use of VME indicator species lists and encounter protocols). The aim of the worksho p was to provide inputs to ongoing discussions within GFCM about required management measures to sustainably harvest deep-sea fish stocks and protect fragile habitats.

    The Regional Workshop on Vulnerable Marine Ecosystems (VMEs) in the North Pacific Ocean took place in Tokyo, Japan, on 11-13 March 2014. The workshop aimed to raise awareness and build capacity on VMEs and associated management issues in the North Pacific Ocean region. The Workshop discussed the VME concept within the framework of the FAO International Guidelines for the Management of Deep-Sea Fisheries in the High Seas, and looked at examples of different methodologies and options for identifyi ng and managing VMEs, and how these processes can be facilitated. The global VME database being developed and managed by FAO was presented, including how it can support the processes for identifying and managing VMEs in the North Pacific Ocean region. The workshop also identified relevant existing sources of information on deep-sea fisheries and benthic ecosystems. Finally, future requirements and support mechanisms for the VME process were discussed in relation to the upcoming FAO Areas Beyond National Jurisdiction (ABNJ) Deep-sea Project, which could assist with the VME process by working with States and other stakeholders and projects.
