Synopsis (short abstract) In Iraq, years of conflict and instability have damaged vital agricultural infrastructure, leaving already vulnerable people at further risk of increased food insecurity. It is also one of the most vulnerable Middle Eastern countries to climate change. In 2022, unfavorable rainfall constrained domestic cereal production from rainfed areas. Urgent action was needed to provide vulnerable farmers with agricultural inputs and to protect their food security. In order to mitigate the impact of drought on crop production and to maintain farmers’ dietary intake and income, the Anticipatory Action window of the Food and Agriculture Organization of the United Nations’ (FAO’s) Special Fund for Emergency and Rehabilitation Activities was activated, thanks to the Government of Belgium’s contribution.

    The Syrian Arab Republic is affected by compounding risk factors such as conflict, economic crises and natural hazards, which have severe impacts on food security. In September 2021, forecasts indicated below-average winter rains, likely to again affect wheat production, livelihoods and food security. Many wheat farmers and their vulnerable families are unlikely to be able to access suitable wheat seeds without support. The German Federal Foreign Office’s contribution to the Anticipatory Action window of the Food and Agriculture Organization of the United Nations' (FAO's) Special Fund for Emergency and Rehabilitation Activities (SFERA-AA) will help wheat farmers mitigate the impact of increasing prices for food commodities, agriculture inputs and an expected below-average domestic cereal production on their food security. Early action protects farmers in the Syrian Arab Republic by anticipating La Niña-induced drought in crisis-affected areas.

    To mitigate the impacts of climate-induced risks on the livelihoods of wheat farmers, the Government of the Kingdom of Belgium contributed USD 625 000 through FAO's Special Fund for Emergency and Rehabilitation Activities (SFERA). With this generous contribution, FAO will provide 1 130 vulnerable farming households in Diwaniyah, Erbil and Kirkuk with 226 tonnes of drought-tolerant wheat seed and 169.5 tonnes of fertilizer. Additionally, the project will train national extension service staff and the targeted beneficiaries on climate-smart irrigation management and good agricultural practices. This document provides a brief description of the current context of the intervention and highlights the importance of the contribution in enhancing the resilience of flood-affected communities.

    Through the Special Fund for Emergency and Resilience Activities (SFERA), the Government of Belgium contributed USD 120 000 to urgently restore and safeguard olive-based livelihoods in Harmota village. With Belgium’s support, the Food and Agriculture Organization of the United Nations (FAO) is launching a six-month emergency intervention to assist 124 crisis-affected households (approximately 500 people) in restoring their livelihoods. This document outlines the context of the intervention and highlights the significance of Belgium’s contribution.
