Synopsis (short abstract) The 3rd issue of the Biosafety newsletter contains information about key meetings and activities that took place during the latter part of 2018 and early 2019 in the National biosafety project (Implementation of the national biosafety framework in accordance with the Cartagena protocol on biosafety). The coverage of the 3rd issue is dedicated to inform the audience about the multi-stakeholder workshop that took place to review the draft documents on strengthening policy, institutional and regulatory framework for biosafety in Sri Lanka. The newsletter also mentions about the 2nd Technical expert group meeting, 2nd Project steering committee meeting, 1st meeting to discuss about the labs for detection of Living modified organisms and the meeting of the National coordinating committee on biosafety. Further, it informs about the survey conducted to collect baseline data on the understanding of biotechnology and biosafety among stakeholders. The newsletter includes synopses about biosafety in relation to biotechnological applications and an article about biodiversity from the National project director. This issue covers an important milestone in the project, which is partnering with an international and two national entities for project implementation. Sinhala version ජාතික ජෛවසුරක්‍ෂිතතා ව්‍යාපෘතිය (කාර්ටජිනා සන්ධානයේ සම්මුතීන් ක්‍රියාවට නැංවීමේ ජාතික ක්‍රියාරාමුව) මගින් 2018 වසරේ අවසන් කාල සීමාවේ හා 2019 වසරේ මුල් මාස කීපය තුල පවත්වනු ලැබු ප්‍රධාන රැස්වීම් හා අනෙකුත් ක්‍රියාකාරකම් පළිබඳ තොරතුරු 'ජෛවසුරක්‍ෂිතතා පුවත් හසුන', තෙවන වෙළුම මගින් ඉදිරිපත් කරනු ලබයි. මෙමගින් පාඨකයා වෙත ශ්‍රි ලංකාව තුල ජෛවසුරක්‍ෂිතතා ප්‍රතිපත්ති සවිබල ගැන්වීම සඳහා අදාල වන ආයතනික හා නෙෙතික ක්‍රියාරාමුව සකස්කර ගැනීම සඳහා කෙරුණු වැඩමුළු පිළිබඳ තොරතුරු ලබා දෙන අතරම දෙවන තාක්ෂණික විශේෂඥ කණ්ඩායමේ සහ ව්‍යාපෘති නියාමන කමිටුවේ දෙවන රැස්වීම, ජාන විකරණිත ජීවින් හඳුනා ගැනීමේ විද්‍යාගාර පහසුකම් පිළිබඳ රැස්වීම් මෙන්ම ජෛවසුරක්‍ෂිතතාව සඳහා වන සම්බන්ධීකරණ කමිටු රැස්වීම පිළිබඳ තොරතුරු මෙමගින් ඉදිරිපත් කරණු ලබයි. මීට අමතරව ජෙෙවතාක්ෂණය හා ජෛවසුරක්‍ෂිතතාව පිළිබඳ පාර්ශ්වකරුවන් තුල පවතින දැණුම හා අවෙබෝධය හඳුනා ගැනීම් වස් කෙරුණු සමීක්ෂණ දත්ත හා පාදක තොරතුරුද ඇතුලත් වන අතර ජාතික ව්‍යාපෘති අධ්‍යක්ෂකවරිය විසින් ජෙෙවතාක්ෂණික ක්‍රියාකාරකම් පිළිබඳ කරණ ලද හැඳින්වීමක් මෙන්ම ව්‍යාපෘතියේ ඉදිරි කටුයුතු වෙනුවෙන් අන්තර්ජාතික හා ජාතික ආයතන දෙකක් සමග සහ සම්බන්ධවීම පිළිබඳ තොරතුරුද ඇතුලත් වේ. Tamil version தேசிய உயிரியல் பாதுகாப்பு செயற்றிட்டத்தில் (உயிரியல் பாதுகாப்பு மீதான கார்டஜீனா எண்ணக்கருவிற்கு ஏற்ப தேசிய உயிரியல் பாதுகாப்டபு வேவைத்திட்டத்தின் அமுலாக்கம்) 2018ம் ஆண்டின் பிற்பகுதி மற்றும் 2019ம் ஆண்டின் ஆரம்பப் பகுதிய்ல் இடம்பெற்ற பிரதானமான ௯ட்டங்கள் மற்றும் செயற்பாடுகள் தொடர்பான தகவல்களை உயிரியல். பாதுகாப்பு செய்திமடலின் 3ம் வெளியீடு கொண்டுள்ளது. இலங்கையில் உயிரியல் பாதுகாப்புக்கான கொள்கை, நிறுவன மற்றும் சீராக்கும் வேலைத்திட்டத்தினை வலுவூட்டுதல் தொடர்பான மாதிரி ஆவணங்களை மீளாய்வு செய்வதற்கு நடாத்தப்பட்ட பலபங்குதாரர் தொழிற்பட்டறை தொடர்பாக பார்வையாளர்களுக்கு தெளிவூட்டுவதற்கு இந்த 3ம் வெளியீட்டின் உள்ளடக்கங்கள் அர்ப்பணிக்கப்பட்டுள்ளன. இந்த செய்திமடலானது 2வது தொழிநுட்ப நிபுளர் குழு ௯ட்டம், 2வது செயற்றிட்ட ஓழுங்கமைப்பு குழு ௯ட்டம், உயிர்வாழும் மாற்றியமைக்கப்பட்ட அங்கிகளைக் கண்டறிவதற்கான ஆய்வு௯டங்கள் தொடர்பான கலந்துரையாடும் 1வது ௯ட்டம் மற்றும் உயிரியல் பாதுகாப்பு தொடர்பான தேசிய ஓருங்கிணைப்பு குழு ௯ட்டம் என்பன பற்றியும் குறிப்பிடுகின்றது. மேலும், இது பங்குதாரர்களிடை யே உயிரியல் தொழிநுட்பம் மற்றும் உயிரியல் பாதுகாப்பு தொடர்பான புரிந்துணர்வு தொடர்பாக அடிப்படையான தரவுகளை சேகரிப்பதற்கு மேற்கொள்ளப்பட்ட ஆய்வுகள் தொடர்பாகவும் தெரியப்படுத்துகின்றது. இந்த செய்திமடலானது உயிரியல் தொழிநுட்பம் சார்பாக உயிரியல் பாதுகாப்பு தொடர்பான விடயப்பரப்புகளையும் தேசிய செயற்றிட்டப் பணிப்பாளரின் உயிர்பல்வகைமை தொடர்பான கட்டுரை ஓன்றினையும் கொண்டிருக்கின்றது. இந்த வெளியீடானது முக்கியமானதொரு மைல்கல்லினை உள்ளடக்குகின்றது, அது யாதெனில் செயற்றிட்ட அமுலாக்கத்திற்காக ஓரு சர்வதேச மற்றும் இரண்டு தேசிய உறுப்பினர்களுடன் பங்காளிகளாக கைகோர்ப்பதாகும்.

    The aim of the Biosafety Newsletter is to provide information on Biosafety and updates of the National Biosafety Project to a cross section of the population including university academics, students, persons involved in research and development in various scientific disciplines, farmers and the general public. With regard to Genetically Modified Organisms (GMO) the potential benefits and risks to consumers of Genetically Modified (GM) products were given consideration and GMOs approved globally is highlighted in this newsletter to provide a broader understanding on global acceptance of GMOs particularly in food and agriculture. In addition, information on the Cartagena Protocol on Biosafety by national and international key roles in the project from the implementing partners, Ministry of Mahaweli Development and Environment and the Food and Agriculture Organization respectively, is also highlighted in this issue. This newsletter is a forum for everyone to share their views and perceptions on Biosafety and would also be a platform to integrate everyone relevant to the field of Biosafety in Sri Lanka.

    The Biosafety newsletter January 2020, Vol 2, Issue #1 contains information about key meetings and activities that took place during the middle through latter part of 2019 in the National Biosafety Project (Implementation of the National Biosafety Framework in Accordance with the Cartagena Protocol on Biosafety). The coverage of the 4th issue is dedicated to inform the audience about the progress made in relation to draft guidelines for risk assessment of living modified organisms (LMO) after the inception workshop for the risk assessment guidelines. The newsletter also mentions about the assessment of LMO detection labs, biosafety awareness for undergraduate and school children, development of the biosafety clearing house website, integrating biosafety into the education system, training of the trainers of biosafety resource persons, developing a suitable communication strategy with effective awareness material and awareness of biosafety to the health sector. The newsletter also includes synopses about biosafety in relation to improved food production, insect pest control, artificial intelligence in biosafety and a cartoon depicting the information related to modern biotechnology, LMOs and biosafety.

    2019 වසරේ මැදභාගයේ සිට අවසන් කාල සීමාව තෙක් ජාතික ජෛවසුරක්‍ෂිතතා වැඩ සටහන මගින් පවත්වන ලද වැදගත් රැස්වීම් සහ අනෙකුත් ක්‍රියාකාරකම් ජෛවසුරක්‍ෂිතතා පුවත් හසුනේ සිව්වන වෙළුම මගින් ඉදිරිපත් කරණු ලබයි. මෙම වෙළුමේ ප්‍රධාන අවධානය ජාන විකරණිත ජීවීන්ගේ අවදානම් තක්සේරුව සඳහා මූලික නිර්ණායකයන් සැකසීම සඳහාවූ ආරම්භක වැඩමුළුව හා අදාල තොරතුරු පාඨකයා වෙත ඉදිරිපත් කිරීමය. මෙම වෙළුම ජාන විකරණිත ජීවීන් පරීක්ෂා කිරීම සඳහා පර්යේෂණාගාර ඇගයීමට ලක් කිරීම, ජෛවසුරක්‍ෂිතතාවය පිළිබඳ විශ්ව විද්‍යාල සිසුන් හා පාසැල් දරුදැරියන් දැනුවත් කිරීම, ජෛවසුරක්‍ෂිතතාව සඳහා

    The Newsletter is an initiative by the National Biosafety Project (Implementation of the National Biosafety Framework in Accordance with the Cartagena Protocol on Biosafety). This project is implemented by the Ministry of Mahaweli Development and Environment and the Food and Agriculture Organization. This newsletter will be a platform for experts, the academia and students to share scientific findings and perceptions on Biosafety. This newsletter which will be in English, Sinhalese and Tamil will provide awareness on Biosafety which is important with regard to the production of Genetically Modified Organisms including Genetically Modified plants to increase crop productivity and value addition to products. In addition the benefits of Genetically Modified products in the Pharmaceutical industry and in human health are also included in the newsletter
