Synopsis (short abstract) Mỗi năm có đến sáu cơn bão nhiệt đới đổ bộ vào Việt Nam. Bão đi kèm cùng gió mạnh và lũ lụt nghiêm trọng có thể gây tác động to lớn lên cuộc sống và sinh kế của các hộ gia đình dễ bị tổn thương. Quy trình Hành động sớm cho bão và ngập lụt do mưa bão này nhằm mục đích hướng dẫn các cơ quan chính quyền và các đối tác giám sát có hệ thống các nguy cơ tác động có thể xảy ra của hiểm họa thiên tai, đồng thời sử dụng thông tin dự báo để kích hoạt các hành động sớm cụ thể đã được xây dựng từ trước nhằm bảo vệ cuộc sống và sinh kế của người dân.

    Viet Nam is hit by up to six tropical cyclones every year. The strong winds and extreme flooding induced by a tropical cyclone may have a devastating impact on the lives and livelihoods of vulnerable populations. The Anticipatory Action Protocol for typhoon and tropical cyclone-induced flooding aims to guide the government and partners to systematically monitor the likely impact of the hazard and use forecast information to trigger specific anticipatory actions, which are designed to safeguard lives and livelihoods.

    The Government of Germany, through the Special Fund for Emergency and Resilience Activities, contributed USD 428 590 to strengthen preparedness and mitigate the impacts of flooding and typhoons on 6 016 vulnerable fishing households (30 080 people) and fisherfolk associations in Catanduanes, Isabela and Surigao del Norte provinces of the Philippines.
