Synopsis (short abstract) Les pays de la région ont réussi à modifier leurs politiques et leurs pratiques afin de favoriser l’atténuation du changement climatique et l’adaptation à ses effets dans les secteurs agroalimentaires. Toutefois, ils doivent opérer d’autres modifications pour assurer la meilleure protection possible contre les sécheresses et les pénuries d’eau, qui risquent de s’aggraver à moyen et long terme. La Conférence des parties à la Convention-cadre des Nations Unies sur les changements climatiques (CCNUCC) constitue une tribune mondiale dans laquelle la question de la lutte contre le changement climatique est traitée directement et les pays s’engagent à réduire les émissions au moyen de contributions déterminées au niveau national (CDN) et mettent en avant l’application de pratiques climato-résilientes. L’Égypte étant le pays hôte de la 27e session de la Conférence des parties (COP27) à la CCNUCC, la région Proche-Orient et Afrique du Nord a eu l’occasion de donner plus d’envergure à ses priorités destinées à rendre les secteurs agroalimentaires résilients face au changement climatique parmi ses États membres, notamment la promotion de pratiques d’agriculture climato-intelligente pour lutter contre la pénurie d’eau, la chaleur et la sécheresse, la prévention des pertes et du gaspillage alimentaires et la préservation des ressources en sols et en eau. Ce projet au titre du Programme de coopération technique (PCT) était destiné à appuyer l’Égypte tout au long de sa présidence de la Conférence des parties et à soutenir les autres États membres de la région pour qu’ils soient mieux à même de participer à la COP et de négocier les objectifs et les processus liés au changement climatique. Il s’est fondé sur une approche axée sur les systèmes agroalimentaires visant à remédier aux effets du changement climatique, en tenant compte des obstacles économiques à l’adoption de pratiques agricoles climato-intelligentes et à la promotion de la mobilisation du secteur privé.

    The project contributed to the achievement of the SDGs by working with a variety of cross-cutting teams that emphasize: (i) nutrition and food security (SDG 2); (ii) gender-responsive climate action (SDG 5); (iii) water and adaptation (SDG 6); (iv) sustainable consumption and production (SDG 12); (v) climate action, climate policy and disaster risk reduction (SDG 13); and (vi) ecosystem restoration and management, and forests and adaptation (SDG 15). By both driving and taking advantage of the momentum of COP27 and COP28 in the region (COP28 was held in the United Arab Emirates), the project conducted assessments and engaged with country representatives, especially those from the agriculture sectors. This resulted in the empowerment of actors working within agrifood systems to engage in both national- and global-level climate change processes, including those of the UNFCCC. In addition to these achievements, the project exceeded its target of 13 NENA countries having submitted updated NDCs, with a total of 14 having submitted Contributions that include adaptation and/or mitigation priorities in agrifood systems by the end of the project.

Before the project, the sector’s leaders lacked real time information and analytical capacities, particularly in such specialized areas as climate change mitigation and adaptation for agriculture, water management, soil health, plant production and protection, livestock and fisheries management, and agribusiness. The overall aim of the project was to build capacities in these areas through specifically designed and tailored training for stakeholders at political, senior, middle and junior levels. It would do this in two ways. The first would involve the establishment of the FAO Regional Leadership Academy (RLA), a structure that would collaborate with important agriculture academic, training and research institutions across the NENA region.
