Synopsis (short abstract) National veterinary services play a key role in managing animal health emergencies in a country, and therefore must be prepared to face the most challenging situations. This handbook provides clear, step-by-step guidance to support national veterinary services in producing their own national manual for the management of operations during an animal health emergency. Built on the foundations of the Manual for the management of operations during an animal health emergency and the Good emergency management practice, it helps countries to tailor global recommendations to their own needs and context. The process is inclusive, flexible and designed to align with existing legal and institutional frameworks. This publication presents a six-step methodology – from stakeholder analysis and working group creation to validation and official endorsement – to ensure that the manual is comprehensive and actionable. It also offers a practical template for structuring the National Manual, covering the alert and emergency phases, and providing useful tools such as checklists and legislative references. This handbook emphasizes the importance of coordination, timely communication and continuous improvement through regular updates and review.

The benefit of an adequate framework for the management of animal health emergency operations has been repeatedly shown over the years, highlighting a need to build and upgrade capabilities to effectively and efficiently manage animal health emergency operations at all levels. This need can begin to be met through the guidance provided in this manual. Equipped with practical examples, samples and guidelines, this manual supports countries and relevant local, national, regional and international organizations as they prepare for and manage operations during an animal health emergency. The manual is designed to be used in line with the 'Good Emergency Management Practice: The Essentials' manual, applying Good Emergency Management Practice (GEMP) principles and a One Health approach, and providing a global view of how to act during the peacetime and emergency phases of animal health events. This global manual is presented in such a way that veterinary services and relevel local authorities in countries around the world can use the information therein as guidance to create or adapt their own systems, and build a customized emergency operations management manual.

The purpose of this publication is to assemble information from various sources to assist developing countries that, with the objectives of providing more effective animal disease control for improved food production and livestock development and protecting food safety for the consumer, are planning to upgrade their official health services in accordance with internationally accepted principles.A large volume and variety of technical publications on the many different aspects of animal health services under various social, economic and ecological conditions with many different animal disease situations are available. Following requests from many developing countries, a compilation of major experiences of animal health services has been prepared in the form of this publication. The document is based on previous Food and Agriculture Organization of the United Nations (FAO) publications such as Standard of Veterinary Services (1974), World Health Organization (WHO) and International Office of Epizootics (OIE) publications, literature sources and technical reports dealing with this subject. Personal experiences of FAO experts and of the participants of the FAO Expert Consultation on Animal Health Services in Developing Countries, Rome, 15-19 October 1990, represent a very important contribution to this document. The Expert Consultation was attended by selected chief veterinary officers from all regions of developing countries. The final editing of the document was carried out by Drs A.K. Chatterjee, W.H.G. Rees and J. Thomson, former chief veterinary officers of India, the United Kingdom and Zimbabwe respectively.
