    Social protection for small-scale fisheries in the Mediterranean region - A review 2019

    Small-scale fisheries in the Mediterranean and Black Sea Region represents a key segment of the fishing sector, accounting for the greatest part of the fleet in the region and more than a half of the total workers employed in the sector. Fisher and fishworker households are exposed to different risks and vulnerabilities, including human and natural hazards. Furthermore, fisheries remain one of the most hazardous occupations with a very high fatality rate. Access to markets, financial, social and institutional services along with diversified and alternative livelihoods opportunities is often poor. Degrading fish stocks and aquatic ecosystems worsen this, along with pressure from climate change and climate-induced shocks and hazards and competition over resources with other sectors. Despite the key role social protection can have in reducing poverty and vulnerability, social protection often does not reach the small-scale fishing sector. The limited availability of accurate, robust and timely data on the sector, challenged by the high levels of informality, irregularity and seasonal nature of small-scale fishing activity, can result in the exclusion of small-scale fishers from laws governing formal employment, therefore, hindering their participation in national social protection systems. This study commissioned by the FAO and the GFCM reviewed available social protection systems in five countries in the Mediterranean (Albania, Egypt, Lebanon, Morocco and Tunisia). It identifies the conditions and vulnerabilities of fishers, along with best practices in the provision of social protection programs and policies, and proposes recommendations to improve the coverage and effective delivery of social protection programmes for small-scale fishers in the region.

    La pêche à petite échelle est un segment clé dans la région de la Méditerranée et de la mer Noire. Par ailleurs, elle représente la majeure partie de la flotte de la région et plus de la moitié du total des travailleurs employés dans le secteur. Pêcheurs et travailleurs de la pêche sont exposés à différents risques et vulnérabilités, notamment les risques humains et naturels. De plus, la pêche reste l’une des professions les plus dangereuses avec un taux de mortalité très élevé. L’accès aux marchés, et aux services financiers, sociaux et institutionnels ainsi que les possibilités de moyens de subsistance diversifiés et alternatifs sont souvent médiocres. La dégradation des stocks de poissons et des écosystèmes aquatiques aggrave cette situation, ainsi que la pression du changement climatique et des chocs et dangers induits par le climat et la concurrence avec d’autres secteurs. Malgré le rôle clé que la protection sociale peut jouer dans la réduction de la pauvreté et de la vulnérabilité des pêcheurs, la protection sociale souvent n’atteint pas le secteur de la pêche artisanale. La disponibilité limitée de données précises, solides et opportunes sur le secteur, confrontée à un fort niveau d’informalité, d’irrégularité et le caractère saisonnier de la pêche artisanale, peut entraîner l’exclusion des petits pêcheurs des lois régissant l’emploi formel, ce qui entrave leur participation aux systèmes nationaux de protection sociale. Ce document d’orientation montre les résultats d’une étude promue par la FAO et la CGPM sur les systèmes de protection sociale dans cinq pays de la Méditerranée (Albanie, Égypte, Liban, Maroc et Tunisie). Elle identifie les conditions et les vulnérabilités des pêcheurs, ainsi que les bonnes pratiques en matière de fourniture de programmes et de politiques de protection sociale, et propose des recommandations pour améliorer la couverture et la prestation efficace des programmes de protection sociale pour les petits pêcheurs de la région.

    Small-scale fishing activities often involve high levels of informality, irregularity, and seasonality. This often hinders small-scale fishers in accessing social protection systems such as pension plans, unemployment benefits, and health insurance. Recognizing the distinctive circumstances of fisherfolk, the Food and Agriculture Organization of the United Nations (FAO) aims to promote their economic inclusion and strengthen their resilience and livelihood security through the expansion of social protection to the fisheries and aquaculture sector. FAO has developed a methodology for a global database of social protection programmes accessible to the fisheries and aquaculture sector. The aim is to create a repository of the social protection programmes available for fishers in each country, and to assess the trends and gaps in adequate and comprehensive coverage.   In Colombia, Paraguay and Tunisia, FAO implemented a project called Social Protection for Fisheries and Aquaculture (SocPro4Fish) to build the institutional capacities of countries to extend adequate and comprehensive coverage of social protection to the fisheries and aquaculture sector.

    The purpose of this manual is to give the reader a foundation of practical knowledge regarding all aspects of Pacific oyster cultivation. It is targeted at new entrants to the market wishing to establish a farm, and existing operators who wish to develop their farms and explore new cultivation techniques. The methodologies described can be applied both to low-tech, low budget, small-scale farming operations and to high-tech, big budget, industrial-scale aquaculture production enterprises. This guide focuses on the functional expertise and technical equipment required to construct and manage an operational farm in the diverse environmental and physical locations in which they can be situated, from the initial stages of finding and selecting a suitable site, to the conclusion of the first production cycle and harvesting the crop. The manual contains a brief introduction which describes the relevance of the species with regards to global aquaculture production figures and how it can form an important part of future food production strategies. Chapter 2 describes the anatomy and biology of Crassostrea gigas and gives an indication as to the environmental conditions in which the species thrives as well as the pathologies and predators that can result in poor health leading to potential mortalities. Chapter 3 deals with all aspects of undertaking a survey of potential oyster farming sites and what data should be collected and examined to assess a site’s suitability, but also which areas are best suited to different cultivation techniques. After this, Chapter 4 introduces the main farming techniques that will be described in detail in the following chapters, which includes off-bottom cultivation, on-bottom cultivation, and suspended cultivation, and gives details of some of the most common cultivation equipment necessary to undertake these operations. The techniques and strategies necessary to procure seed oysters and how to develop them through the nursery stage are also introduced. This includes the basic principles of upwelling, which then leads into Chapter 5, which provides a detailed description of how to build and operate one particular example of a Floating Upwelling System (Flupsy) which is suitable for use in remote but sheltered conditions. Chapters 6, 7 and 8 constitute the main body of the manual and provide an in-depth look into the three major cultivation techniques that this guide concentrates on: “Farming with trestles and bags in the intertidal zone”, “On-bottom cultivation in the intertidal or subtidal zone” and “Offshore longline cultivation”.
