    This document is a guide on the integration of socio-economic andgender issues in the sub-sector irrigation. The guide has been developed inthe context of the Socio-Economic and Gender Analysis (SEAGA)programme of the FAO/ILO. The SEAGA Sector Guide on Irrigation is written for professionals whoare involved in the planning, design and implementation of irrigationprogrammes. It is thus intended for irrigation engineers, members of multi-disciplinary identification and formulation missions, staff of ruraldevelopment projects, government employees, staff of NGOs, andengineering and consulting firms.The purpose of the guide is to support participatory planning ofirrigation schemes and the integration of socio-economic and gender issuesin the planning process. The ultimate aim is to improve irrigation schemeperformance, while strengthening the position of rural women anddisadvantaged groups.

    The FAO, in the effort to assist its Member countries, proposed a simple unified methodology to guide the collection and analysis of gender-sensitive data in agriculture: the Socio-Economic and Gender Analysis approach or SEAGA. This methodology has been instrumental by the FAO Regional Office for Europe and Central Asia in developing a core set of gender indicators for further integration into national agricultural statistical systems.
