Scaling up Anticipatory Action across Southeast Asia

Synopsis (short abstract) Over the past five years, capacities for Anticipatory Action (AA) systems for drought have been built across several countries in Southeast Asia. Such AA systems have been created in close collaboration between the national governments and the Food and Agriculture Organization of the United Nations (FAO). These rely on a Combined Drought Index model to signal the looming threat of dry conditions on agriculture production, serving as a guide for initiating AA. El Niño was declared in July 2023 and is projected to last until April 2024, with ENSO-neutral conditions becoming the most likely category in May-July 2024. Historically, El Niño has been associated with erratic rainfall patterns and heightened temperatures, elevating the risk of drought in the sub region. In March 2024, the Combined Drought Index in Viet Nam, Cambodia, and Lao People’s Democratic Republic reached the activation threshold and the triggering of drought AA was confirmed after field verification. This brief provides an overview of these alerts and urges government bodies and partners to intensify anticipatory action efforts for protecting livelihoods, water security and food security, particularly in vulnerable hot-spots across the four countries.

    As rice is the primary staple food and makes up a large part of the agricultural production in Lao People's Democratic Republic, severe droughts affecting paddy fields may have adverse impacts on food security and agricultural livelihoods. The Anticipatory Action Protocol for agricultural drought aims to guide the government and partners to systematically monitor the likely impact of the hazard and use forecast information to trigger specific anticipatory actions, which are designed to safeguard lives and livelihoods.

    This research describes the process of developing an agricultural drought-triggering methodology for anticipatory action (AA) within the context of Timor-Leste, an Indo-Pacific nation grappling with limited observation data. Drought is a severe and recurring natural hazard in Timor-Leste, significantly impacting livelihoods and exacerbating food insecurity due to the compounding effects of the climate crisis. This study provides a comprehensive understanding of the methodology’s development, highlighting the collaborative establishment of an AA protocol with the government and the humanitarian community, spearheaded by the Food and Agriculture Organization of the United Nations and the Government of Timor-Leste. Overall, this study aims to facilitate a transition towards a preemptive approach for disaster risk management and highlight the advances of the introduction of Artificial Intelligence (AI) moving forward.

    The year 2015 marked the end of the global Millennium Development agenda and 2016 heralds a transition to the new 2030 agenda for Sustainable Development. Asia-Pacific Region not only met the MDG target of halving the proportion of people suffering from hunger, but was also the region with the largest reduction in the number of undernourished people in the world. Despite good progress being made by many countries in tackling malnutrition, the overall rate of progress is less than desired and the re are several countries and sub-regions where the prevalence rates are still very high. The analysis presented in this report will help encourage dialogue and shape a new public narrative towards eradicating hunger and malnutrition and creating a transformative change for sustainable development.

    Most governments are taking concrete actions to address the problem and there is a clear recognition of strengthening agriculture and food systems in a manner that brings more affordable, hea lthier and diverse food options within everyone’s reach.

    This report also introduces a special section which will focus on a different selected key issue or trend affecting food security and nutrition in the region each year. This year, the focus is on the importance of milk and smallholder dairy in view of the remarkable growth in the production and consumption of milk and milk products in the region. The section concludes that the promotion of milk consumption and small-scale dairying offe rs potential for triple wins in nutrition, rural livelihoods and the environment.
