In 2018, an Integrated Food Security Phase Classification conducted for the first time in Timor-Leste revealed that 36 percent of the population was moderately to severely food insecure, with high undernutrition rates among children under five and women of reproductive age. As a result of this low progress, the country was assessed as unlikely to achieve SDG 2 by 2030. Research, including the Demographic and Health Survey (2016) and Fill the Nutrient Gap Analysis (2019), indicated suboptimal diets, especially for vulnerable groups, and year-round issues with the availability of nutrient-rich foods. Efforts to promote nutrition-sensitive agriculture through a food system approach and coordinated interventions can address food insecurity and malnutrition. However, the potential of the National Council for Food Sovereignty Security and Nutrition (KONSSANTIL) to drive these efforts remained under utilized at both national and subnational level. Existing gaps included the lack of a framework for joint planning at subnational levels to ensure essential goods and services reach communities, in particular in relation to promoting nutrition sensitive and climate-smart agriculture, healthy diets and necessary infrastructure in Water, Sanitation and Hygiene (WASH). Furthermore, rural communities were largely excluded from policy dialogues affecting their food security.
