Synopsis (short abstract) The livelihoods of many, particularly the rural poor, are based on secure and equitable access to and control over land, fisheries and forests. Governance of tenure is a crucial element in determining if and how people, communities and others are able to acquire rights to use and control land and other natural resources. Compliance with the principles and good practices set out in the Voluntary Guidelines on the Responsible Governance of Tenure of Land, Fisheries and Forests in the Context of National Food Security (VGGT) will help to promote sustainable social and economic development that can help eradicate poverty and food insecurity. In line with this approach, the Government of Germany-funded project, which was part of a wider FAO multidonor-funded umbrella programme to support the implementation of the VGGT globally, supported the delivery of a series of Learning Programmes specific to the VGGT and targeted country actors engaged in different aspects of the VGGT: i) VGGT fundamentals: Implementing responsible governance of tenure; ii) Governing land for women and men; and iii) Safeguarding land tenure rights in the context of agricultural investments –FPIC.

    The Voluntary Guidelines on the Responsible Governance of Tenure of Land, Fisheries and Forests in the Context of National Food Security promote secure tenure rights and equitable access to land, fisheries and forests as a means of eradicating hunger and poverty, supporting sustainable development and enhancing the environment. The project was designed to contribute to existing development goals in the three target countries –Liberia, Mongolia and Sierra Leone, reinforcing land and tenure policy and improving governance of tenure. This is of particular benefit to landless people and small-scale farmers, in particular women who head rural households, often the poorest section of society.

    This report is the final evaluation of the Food and Agriculture Organization of the United Nation’s (FAO’s) Global Programme for “Supporting Implementation of the Voluntary Guidelines on the Responsible Governance of Tenure of Land, Fisheries and Forests” (PGM/MUL/2012-2016/VG), also referred to as the VGGT Programme. The VGGT1 provide countries with a framework for best practices in tenure-related policies, laws, regulations, strategies and practices. The VGGT were endorsed in May 2012 during the 38th (special) session of the Committee on Food Security, following a large-scale consultation process. This evaluation was conducted between October 2016 and July 2017. For the collection of primary data, the evaluation focused on the following VGGT countries, selected in consultation with the programme management team: Mongolia, Myanmar, Senegal, Sierra Leone and Uganda. One-week missions were conducted in each country.
