Synopsis (short abstract) The first meeting of the EAF-Nansen project Advisory Group was held at the FAO headquarters in Rome, on 17 December 2008. The meeting was attended by 15 Advisory Group members and observers and was chaired by Dr Kevern Cochrane, Chief of the FAO Fisheries Management and Conservation Service. The meeting was informed that although the project document does not make provision for an Advisory Group, from internal discussions on the governance structure of the project FAO felt the need f or an independent body that would look across the regions and would bring in experiences from outside the project area. Consequently, the Advisory Group was constituted to give direction to the project, to play the role of a global “Steering Committee” to assess the project progress, and to advise the project management on implementation of activities. The project team made presentations on project activities since inception, the project management structure including the role of the E AF national and regional Task Groups, the ecosystem survey component of the project, communications and training. Also presented were the outcomes of the Survey Planning meeting and Project Forum that had taken place on 15 and 16 December respectively and also the work plan for 2009. The Advisory Group made a number of recommendations on project implementation and outreach and asked FAO to appraise them from time to time on progress of work.

    The first EAF-Nansen project Annual Forum was held at FAO headquarters in Rome, on 16 December 2008 under the theme: The Ecosystem Approach to Fisheries – Opportunities for Africa. It was attended by 35 persons made up of national experts, representatives of partner projects, the Institute of Marine Research in Norway, Norad and FAO. The agenda was made up of presentations on the EAF-Nansen project, results of some of the project activities and case studies. The Annual Forum is for progress reporting, dissemination of experiences, identification of best practices and discussion of strategies. The objectives of the 2008 Forum were to provide the platform to exchange views on the EAF-Nansen project implementation and on proposals for future collaborative activities that will speed up understanding and uptake of the principles of EAF and most importantly its implementation to ensure more effective management of fishery resources in Africa. The keynote presentation on Global Pers pective and Applicability of EAF in Africa made reference to the World Bank/FAO report entitled “The Sunken Billions: The Economic Justification for Fisheries Reformâ€Â and highlighted the need for change in fisheries management that involves improving human well-being and equity, applying the precautionary approach, developing adaptive management systems, ensuring compatibility of management measures and broadening stakeholder participation among others. Other presentations were on the ecos ystem surveys conducted by the R/V DR. FRIDTJOF NANSEN in African waters and some of the results obtained, legal aspects of EAF and the development of a Communication Strategy and the GIS component for the EAF-Nansen project. The case studies were from Norway, Australia, Mozambique and the EAF pilot project in the Benguela Current Large Marine Ecosystem area involving Angola, Namibia and South Africa. The opportunities that the EAF-Nansen project offers as building blocks to putting EAF into p ractice were outlined. There was an observation that the human dimension aspects of the EAF-Nansen project are relatively weak and the need for greater involvement of economists in the project was highlighted. It was suggested that political support is required to realize the benefits to be gained from implementation of the new management approach.

    Report of the EAF REGIONAL TASK GROUP MEETING AND ECOLOGICAL RISK ASSESSMENT METHODOLOGY WORKSHOP (GULF OF GUINEA). Freetown, Sierra Leone, 20-22 October 2008 2009

    The first meeting of the Gulf of Guinea EAF Regional Task Group (RTG) was held in Freetown, Sierra Leone, from 20 to 22 October 2008 together with an Ecological Risk Assessment Methodology Workshop. It was attended by 20 participants from 13 Gulf of Guinea countries, the Subregional Fishery Commission for the Western Central Gulf of Guinea, and FAO. The RTG is an implementation structure under the EAF-Nansen project GCP/INT/003/NOR and serves as the forum for training in ecological ris k assessment that is the methodology used for the identification and prioritisation of issues requiring management attention. The main objectives of the meeting and workshop were to discuss and facilitate key processes and activities for the implementation of the ecosystem approach to fisheries management in the Gulf of Guinea region including the modalities for the formation and functioning of the RTG and National Task Groups (NTGs). It was explained that, to be able to achieve the ob jectives of implementing an ecosystem approach to fisheries at the national level, certain key structures have to be in place including the NTG with representatives of key stakeholders in a given fishery that would take the lead in the process. An overview of the key concepts and process of the ecological risk assessment methodology was given. Participants were also introduced to the preparation of EAF baseline reports to be used as initial input for the work on ecosystem approach to fisheries. It was explained that the preparation of the report is to be led by national and regional experts and overseen by the NTG. For the exercises, the participants worked in three subgroups formed according to the geographical location of their countries as was done in the preceding workshop held in Accra in 2007. The fishery selected by the North and South groups was the shrimp trawl fishery whereas the Central group selected the beach seine fishery. The participants expresse d satisfaction with the development of a communication strategy for the project and especially with the participatory approach used.
