Synopsis (short abstract) Chemical production, use and disposal will continue to increase worldwide; assessments and forecasts predict that global chemical sales will grow by about 3 percent per year until 2050, the major part of which will take place in Asia. South-East Asian countries in particular have shown strong industrial growth in agriculture during the last two decades. Many countries in Southeast Asia lack the capacity to handle chemicals management issues and are in great need to develop institutions, legislation, knowledge and general awareness. The countries face many challenges in the area of chemicals management, in particular pesticide governance. The intensive and often insufficiently controlled use of pesticides in the large agriculture sector is a major part of the issue. The programme “Towards a Non-Toxic Environment in South-East Asia” was designed and funded by Sida and coordinated by KemI. It was implemented in association with the FAO RAP; PAN-AP and TFA, which aimed to reduce health and environmental risks by monitoring, regulating and managing agricultural, industrial and consumer chemicals around the . This evaluation assessed the role and contributions of FAO against the programme outcome-level results: (i) strengthened regulatory framework for the control and registration of pesticides; and (ii) adoption and economic benefits of the community-level Farmer Field School (FFS) activities in all partner countries within Phase II (from 2013 to 2018. In addition, the evaluation assessed FAO’s work on gender mainstreaming, communication and follow-up actions taken in response to the 2016 mid-term evaluation.

    El objetivo de la evaluación fue el de valorar el posicionamiento estratégico y contribución de FAO a los resultados obtenidos en el periodo 2013-2016 en Nicaragua basándose el Marco de Programación País (MPP) vigente. La evaluación tomo en cuenta la reducción presupuestaria notable que sufrió el programa debido a los cambios en la dinámica de la cooperación al desarrollo y la naturaleza del acompañamiento requerido para contextualizar los hallazgos y formular recomendaciones. El modelo de asistencia técnica de la FAO en Nicaragua ha evolucionado de acuerdo con las condiciones en el país y a partir del 2013 inicia un proceso de reestructuración en la organización y modalidad de gestión centrada en el acompañamiento técnico hacia políticas públicas. Las instituciones a la cual FAO acompañó reconocen su contribución a los logros obtenidos al igual que a su habilidad en atender las diversas solicitudes de apoyo. FAO es valorada como una agencia líder en los temas de alimentación y agricultura en Nicaragua. Su posición le ha permitido incidir en políticas de relevancia para el desarrollo de la agricultura familiar y fortalecimiento de capacidades a diversos niveles.

    The FAOSTAT emissions database is composed of several data domains covering the categories of the IPCC Agriculture, Forestry and Other Land Use (AFOLU) sector of the national GHG inventory. Energy use in agriculture is additionally included as relevant to emissions from agriculture as an economic production sector under the ISIC A statistical classification, though recognizing that, in terms of IPCC, they are instead part of the Energy sector of the national GHG inventory. FAO emissions estimates are available over the period 1961–2018 for agriculture production processes from crop and livestock activities. Land use emissions and removals are generally available only for the period 1990–2019. This analytical brief focuses on overall trends over the period 2000–2018.
