Synopsis (short abstract) With over 50 percent of the world’s population living in urban areas – a figure set to rise to 70 percent by 2050 – conventional food production and supply face enormous challenges. The food and nutrition security of poor urban populations remains at risk as a consequence of the lack of economic access to healthy and nutritious food, the volatility and rapid increase in food prices and disruptions to the food supply caused by natural disasters and climate change effects. Ensuring the availability and affordability of sufficient, high-quality, appropriate, safe and healthy food for a growing urban population requires better understanding and planning of the city food system. In this context, there was significant demand for greater understanding and operationalization of the concept of City Region Food Systems, which can form a basis for further planning, informed decision-making and the design of sustainable food policies and strategies that might improve local production and marketing.

    Colombo Municipal Council (CMC) is located in the center of Kandy-Colombo-Galle urbanization belt, where it forms the largest Local Authority (LA) of Sri Lanka and one of the oldest in South Asia, established in 1865. Together with 12 other LAs, it forms part of the Colombo district, which is one of three districts (Colombo, Gamapaha and Kalutara) of Sri Lanka’s most populated Western Province, which hosts the largest part of the urbanization belt. Main issues related to urban food security are: fragmentation, malnutrition, stagnant crop yields and increasing food prices, complexity of value chains, food safety and food miles. Based on stakeholder consultations and available research, policy and strategy recommendations are as follows: 1) Facilitate a more holistic and territorial approach to food security and nutrition; 2)Develop physical and institutional capacity to reduce the vulnerability of the urban poor to food price fluctuations; 3) Strengthening food safety across the Colombo city region food system.

    This presentation has been shown during the 5th Annual Gathering of the signatory cities of the Milan Urban Food Policy Pact (MUFPP) in Montpellier (9 Oct. 2019). It summarizes the implementation of a pilot project by the Nairobi City County (Kenya), with the support of FAO and RUAF, related to the monitoring framework dedicated to urban food policy: process or indicators selection; data collection; main results; lessons learnt. The monitoring framework is based of the 37 recommended actions of the MUFPP. This presentation is a "grey document" linked to the publication "City guidance for implementing the MUFPP monitoring framework".
