    The International Plant Protection Convention (IPPC) Text makes provisions for the global protection of plant health from pests. The Convention aims to guide the 185 IPPC contracting parties' national plant protection organization as well as policy- and decision-makers and national administrators. The Convention seeks to promote international cooperation in protecting plants, agricultural products, and natural resources from pests, to support achievement of the Sustainable Development Goals to end poverty and hunger, protect the environment from the impacts of climate change, and to facilitate safe international trade.

    The purpose of the IPPC procedure manual for governance is to provide, in a convenient form, procedures and practices for the International Plant Protection Convention (IPPC) Commission on Phytosanitary Measures (CPM).This manual includes decisions and procedures through the end of December 2023. The decisions and procedures described herein are subject to future amendment. The manual will beupdated accordingly, as necessary.Procedures relevant to the work of the Standards Committee (SC) and the Implementation and Capacity Development Committee (IC) – two of the CPM subsidiary bodies –are compiled in separate procedure manuals.
