    Outbreaks of transboundary animal and plant pests and diseases, including forest pests and aquatic diseases, food safety and radiation events has been increasing over the past years, impacting people’s access to quality food, and putting their livelihoods and health at risk. To address this challenge, FAO established the Food Chain Crisis Management Framework (FCC), an approach combining prevention, preparedness, and response to emergencies affecting the food chain and caused by transboundary an imal and plant pests and diseases (including aquatic and forests pests and diseases), food safety and radiological threats.

    This paper discusses: New food safety challenges posed by the growth of the international food trade, Public health implications of the World Trade Organizations's (WTO) Agreement on Sanitary and Phytosanitary Measures (SPS), and The role of the World Health Organization's (WHO) International Health Regulation's (IHR) in promoting food safety. The paper reviews various shortcomings of the current leading international agreement in the area of food safety and trade - the WTO SPS agreeme nt - and states that the globalization of the food industry necessitates not only reform of an international trade agreement that protects business interests, but also an international food safety agreement to protect consumer interests. This paper concludes that this need could be served by supporting the revision of the WHO IHRs as they apply to food in international trade. The paper recommends that developed countries should provide the WHO with extra-budgetary resources to promptly complete this effort. Such steps will help restore public confidence in the safety of the food supply and promote further steps towards trade liberalization in the food sector. Such steps will thus benefit producers as well as consumers.

    The 9th meeting of Global Microbial Identifier (GMI), which was preceded by a Technical Meeting on the impact of Whole Genome Sequencing (WGS) for food safety management: within a One Health framework, was held at the headquarters of the Food and Agriculture Organization of the United Nations (FAO), Rome, Italy on 23- 25 May 2016. The Meeting was attended by 175 participants from 50 countries including 26 developing countries, highlighting the significant level of interest in the topic by many e xperts and government officials. WGS is a technology relevant to different sectors such as health, agriculture, food safety and medicine. Mulitsectoral collaboration, particularly in relation to sharing of data generated by this technology the technology is critical to optimizing its use. Key messages from the Technical Meeting are reported including the benefits and potential drawbacks of WGS, considerations for developing countries, issues around global data-sharing and key needs for global ac tions and potential roles of international organizations like FAO.
