    Food Chain Crisis Management Framework (FCC) - Revised version 2019
    Through the Food Chain Crisis Management Framework (FCC), the Food and Agriculture Organization of the United Nations (FAO) addresses in an integrated and interdisciplinary manner, transboundary animal (including aquatic) and plant (including forests) pests and diseases, food safety, and radiological events threatening the food chain. These threats can significantly affect food and nutrition security, livelihoods, human health, national economies and global markets. The FCC approach combines the whole range of technical, coordination, communication and operational expertise within FAO to address transboundary threats. It integrates prevention, monitoring, early warning, preparedness and response at all stages of the food chain, from production to consumption. FCC is FAO’s primary tool for action in support of countries in the global governance of threats to the food chain.

    The purpose of the FCC (Food Chain Crisis) Early Warning Bulletin is to inform FAO and other international organizations, countries, scientific experts, and decision makers on the forecast of threats to animal and plant health and food safety having a potential high impact on food and nutrition security for the three months ahead. These threats are transboundary animal and plant pests and diseases including forest pests and aquatic diseases, and food safety threats. The bulletin contains offici al and unofficial information from various sources collected and analyzed by FAO experts.

The Emergency Prevention System (EMPRES), is a surveillance and early warning system established with the objective of preventing food chain emergencies caused by transboundary threats. These may be animal or plant pests and diseases or food safety threats and can have a great impact on food security and food safety. Threats to the food chain affect not only food security livelihoods and human health, but also national economies and global markets. This is why surveillance, early detection, early warning and timely response are essential.
