    The present report summarizes findings of the first PtoP case study on rural women’s economic empowerment and focuses on the public works component of Rwanda’s Vision 2020 Umurenge Programme (VUP) – the Government of Rwanda’s flagship programme for poverty reduction providing countrywide social protection. The research was based on a mixed method approach comprising in-depth qualitative methods and quantitative surveys conducted in Rwanda during the autumn of 2014.

    This technical note proposes a framework for understanding the contribution of social protection to rural women’s empowerment, particularly how different social protection schemes contribute to this goal and what gaps need to be addressed by other rural services and livelihood interventions to achieve women’s economic empowerment in rural areas. The second part reviews five common social protection instruments from a gender perspective by taking into consideration two principles and eleven key e lements required for the full realization of rural women’s economic empowerment. The third part reflects on an integrated social protection system that includes gender equality and women’s empowerment objectives in order to foster poverty reduction more effectively and sustainably. It also presents key features that can make these interventions more gender-sensitive. The fourth part reflects on the linkages between women’s economic empowerment and social protection.

    Rural populations, especially small-scale producers and women, are disproportionately impacted by climate change since their livelihoods depend largely on natural resources and weather patterns. This paper reviews the available evidence on the role of social protection programmes in facilitating climate change adaptation and mitigation, with a specific emphasis on economic inclusion for agriculture-dependent households. The review also presents available evidence on the ability of social protection programmes to contribute to mitigation targets through reduction in greenhouse gas emissions and in easing the impact of climate mitigation policies on price inflation, job losses and income insecurity.The review underscores the importance of a systems approach. Both climate policies and social protection policies should incorporate specific elements to effectively complement each other.
