Synopsis (short abstract) In rural and agricultural development projects, ‘communication for development’ and ‘gender’ approaches are key to ensuring that food security, poverty and gender objectives are met sustainably. These two approaches are based on common values, namely the active and equal participation of all stakeholders, both men and women, and the empowerment of populations, particularly the most disadvantaged. They are in no way contradictory, and yet very few communication initiatives take the issue of gender into account. No doubt this is because gender is poorly understood, seen as complicated and labelled ‘a women’s issue’. Moreover, there is a tendency to forget that people’s livelihoods and their socioeconomic situation have a huge bearing on their ability to receive and transmit information. Lastly, commonly used methods of communication are supposedly gender-neutral. With gender seen as a ‘women’s issue’ and communication dressed in ‘unisex clothing’, it is hardly surprisin g that communication for development initiatives reach and engage more men than women, especially in rural areas.

This publication summarises the unique experience of the community listeners’ clubs set up in Niger and the Democratic Republic of Congo by FAO-Dimitra and its partners. These actionbased information and communication processes have proved so successful that Dimitra decided to share the experience. The first chapter offers a brief overview of the community listeners’ clubs, their goals and internal functioning and the results achieved. The second chapter tells the story of the listeners’ clubs in the words of the stakeholders, explaining how they were established in the two countries. The third chapter sets out more practical guidelines on the stages involved in creating community listeners’ clubs.

National gender profile of agriculture and rural livelihoods: the Republic of Moldova reflects FAO’s commitment to promoting gender equality, while integrating a gender perspective into its operations. The report focuses on the intersections of gender, agriculture and rural development, and presents a snapshot of critical gender-based inequalities and their consequences for agricultural production and rural livelihoods in the Republic of Moldova. A picture of significant gender gaps in terms of the rural population’s access to educational and employment opportunities and social services is presented. In the area of agricultural production, women have much more limited access to and control over vital resources, including land, extension and advisory services and irrigation. The assessment includes recommendations on enhancing agriculture and developing rural communities with a gender-sensitive perspective, taking into consideration gender roles and differences between women and men in access to productive resources, inputs and information.

Food production in the Gaza Strip is constrained by an arid environment and limited access to steady sources of water. This threatens the food security and nutrition of local communities, which is further undermined by a wider context of protracted crisis and continued restricted access to critical livelihood resources for fishing and farming. Since 2010, the Food and Agriculture Organization of the United Nations (FAO) has been helping to enhance the resilience of at-risk populations in the Wes t Bank and Gaza Strip through donor-funded projects that focus on protecting and strengthening their food security and livelihoods. One of the methods used by FAO is aquaponics, integrated fish and plant production.

The protracted conflict since 2003 in Darfur, Sudan has resulted in massive loss of human lives and assets, disrupted livelihoods and led to severe food insecurity in some areas. As of December 2015, more than 2.6 million people are currently displaced in Darfur – approximately 42 per cent of the total population. Internally Displaced Persons (IDP) and their host communities have limited livelihood options and often rely on unsustainable coping strategies, such as the unmanaged cutting of trees and shrubs for fuelwood and charcoal production. This places an additional burden on Darfur’s fragile ecosystem. Fuel-efficient stoves (FES) can make an important contribution in refugee and IDP camps, but also in other areas with high population density and scarce natural resources.
